Allocation Plan
  • Adopted by Board of Supervisors on November 6,
    1984 along with related Amendment to the MLCSD
    Ordinance
  • Allocations are pursuant to Moss Landing
    Community Plan of the North County Land Use Plan
    of the Local Coastal Permit approved for the
    system by the California Coastal Commission
  • Changes would require Board of Supervisors
    Coastal Commission Approval

Allocation Plan Definitions
  • Allocation Under the Moss Landing Allocation
    Plan this is the allowed capacity, based on the
    average daily dry weather flow, established under
    the Plan for each service area of the District.
    Allocations under the plan account for physical
    limitations of pump stations in each service area
    within the District.
  • Capacity - This is the total average daily dry
    weather flow maximum that can flow through the
    collection system or through the facilities
    serving a service area within the District.

  • Allocation Total Under the Plan 105,000 gpd
  • Total Allocations for Current Use and Vacant
    Parcel 95,380 gpd
  • 10,500 gpd Allocated to Vacant Parcels with no
    current uses on those parcels.

Monterey Regional Water Pollution Control Agency
  • Marina Treatment Plant Regional plant is rated
    at 29.6 million gallons per day. This plant
    provides service to many communities, including
    Moss Landing, Castroville, Salinas, and others.
  • Moss Landing Lift Station Flow readings show an
    average of approximately 83,000 gpd. Recent peak
    readings have been approximately 92,000-94,000
    gpd. Past peak readings have been as high
    107,000 gpd. This station has been experiencing
    high water alarms when two or more Moss Landing
    CSD pumps operating at the same time.

Allocation Plan Update
  • Changes in planned land use must be clearly
    identified and described to determine probable
    future discharges of the proposed land use.
  • An engineering study must be completed that
    evaluates uses and existing capacities and
    determines the likely flow amounts of the
    proposed developments. This study is normally
    financed by the project developer(s).
  • The proposed flow amounts must be acceptable to
    the Monterey Regional Water Pollution Control
    Agency (MRWPCA) for treatment.
  • The engineering study should identify and
    describe the improvements needed to the
    collection system to accommodate the proposed
    flows. Again, this study is normally financed by
    the project developer.
  • A revenue program to fund the needed capital
    improvements must be established.
  • The planned system improvements and method of
    financing must be approved by the Board of
    Supervisors. Proposed changes to the Allocation
    Plan related to the proposed new uses and planned
    improvements to the collection system must also
    be approved by the Planning Commission and Board
    of Supervisors.
  • The proposed changes to the Allocation Plan must
    be approved by the Coastal Commission.
