• Comment Lot of outsourcing of key activities,
  e.g. in Shell oil, gas. Q. What are Shell
  strategies for enforcement of OH within
  contractors? e.g. Short term contracts. Costs of
  safety?
• A Difficult to enforce. Can put in contracts,
  but especially now with shortage of contractors,
  contractors can go away. Have patience. Work with
  contractors. Contractors should have spirit of
  working with you. Shell have developed Minimum
  Health Management Standards which contractors are
  obliged to adopt into their own procedures.
• Q In ME have lot of small industries. Is German
  model suitable for them?
• A BGen is good system, also to reach small
  sizes. Used 100 years. Most companies are small
  to mid sized. Typically 50 workers
• Q Who decides which OH management system is best
  for the company, and how to check is implemented?
• A Safety certificate in Germany. Suitable for
  small companies. Based on questionnaire.

• Q Gulf states have good free primary health
  care. But moving into privatisation. How does
  this fit with OH match?
• A Opportunity to be leaders
• Q How to control contractors? e.g. Have to give
  proof. If govt do not have enough OH
  professionals or information.
• A. Govt can approve or licence professional OH
  bodies for inspections, audits and provision of
  information. Then Govt can build its own
  resources in specific areas that private industry
  cannot accommodate.
