2 Article 8Recording Obligations
-TraceabilityMember States shall ensure that
when aquaculture animals are transported,
transporters keep a record of
3- Mortality during transport as practicable for
the type of transport and species transported - (b) Farms, Mollusc farming areas and processing
establishments visited by means of
transport - and
- (c) Any water exchange during transport, in
particular the sources of new water and site
release of water
4Article 13Disease prevention requirements in
relation to transport
51. Member States shall ensure that(a) the
necessary disease prevention measures are applied
during the transport of aquaculture animals in
order not to alter the health status of those
animals during transport, and to reduce the risk
of spreading diseases
and
6(b) Aquaculture animals are transported under
conditions which neither alter their health
status nor jeopardise the health status of the
place of destination, and where appropriate, of
places of transit.This paragraph shall also
apply to diseases and the species susceptible
thereto not listed in Part II of Annex IV
7Member states shall ensure that any water
exchanges during transport are carried out at
places and under conditions which do not
jeopardise the health status of(a) The
aquaculture animals being transported
8(b) Any aquatic animals at the place of water
exchange
and (c) Aquatic animals at the place of
destination
9Our Proposals 1. A requirement that any
transporters who intend to carry these animals
disinfect their vehicles and equipment prior to
loading 2. A requirement for specialist fish
transporters to register their business with the
FHI 3. A requirement that specialist fish
transporters have a bio-security management plan,
available for inspection
104. Powers for the FHI to enforce these
provisions, including the power to serve
enforcement notices and de-register specialist
transporters and a right to appeal against
de-registration 5. Conditions of authorisation
reflecting similar requirements for production
businesses that move their own fish
116. Where production businesses transport their
own animals, their conditions of authorisation as
a production business to incorporate appropriate
requirements relating to their transport
activities

ensure the scheme is compatible with the
requirement under EC Regulati0on 1/2005 on the
welfare of animals during transportation, that
transporters of vertebrate animals hold
transporter authorisations? Q. Are there
different and better options for mitigating the
risk of disease spread by the transport of fish?
