2Construction is big in EU, and SMEs are big in
Construction
- Construction, the largest sector in term of
employment in Europe. - In 1996, more than 26 mio of workers were
directly or indirectly. - 2mio of companies are in the construction sector
in Europe. - 97 of construction companies employ less than 20
employees and 93 less than 10. - In 1990, the turnover of the 10 largest European
companies only accounted for 5,75 of the total
European market.

4Directive 89/106/EEC (21/12/1988) on construction
products
- First mandate in 1995 First standard in 2000
- Article 7 of the Directive 89/106/EEC
- 1.To ensure the quality of the harmonized
standards applicable to the products, they must
be established by the European organizations of
standardization according to mandates' that the
Commission gives them within the procedure - 2. The standards thus established must, taking
into account the interpretative documents be
expressed, as much as possible, in terms of
performance of the products. - 3. As soon as the standards are established by
the European standardisation organisations, the
Commission publishes the references in the
Official European Journal series C.

12Non series production
- These are products of individual design that
are ordered for and installed in one and the same
known work. They should neither be part of a
range of equal products, which is manufactured in
series of the same kind combining usual
components in the same way, nor should they and
their field of application (e.g. dimensions,
weight) be offered on the general initiative of
the manufacturer (e.g. by means of published
catalogues or other ways of advertising). - Under these conditions, individual (and
non-series) production comprises products that
are - individually designed and manufactured, upon
request and for specific purposes, needing to
readjust the production machines for their
manufacture in order to be used in the work
concerned or - custom-made for a specific order to obtain
one or several end use performances different
from products manufactured in series, even if
produced according to the same manufacturing
process/system design.
13CE marking is not compulsory in the following
cases
- Member States are not obliged to take measures
for applying CPD provisions and CE marking to
building elements made on the works and to those
construction products that are manufactured off
the works but incorporated in them without
beforehand having been placed on the market, i.e.
directly by the manufacturer as a part of a
service comprising more than just manufacturing
and delivering the product". (Article 4.9.3,
note 19) - For products which play a minor part with respect
to health and safety for the application of
article 4(5) of the CPD Guidance paper
M insists on the fact that such a products' list
should be proposed by CEN technical Committees.
(Article 4.13, note 22). - For single application products (4.9.3)
14Easier access to CE marking for individual and
non series product placed on the market
- Self-attestation of conformity by the
manufacturer for individual and non series
production provided that products do not have
important implications for health and safety
(art. 4.9.3). In case where products would
have important implications for health and
safety, standard specifications should contain
specific provisions regarding ITT (Initial Type
Testing), if self-attestation can not be
considered as sufficient. In such a case,
provisions should permit these products to be CE
marked without disproportionate testing (article
4.9.3).
15Reduction of ITT (Initial Type Testing) costs
- Guidance Paper M presents the several means of
reducing test costs (articles 4.10 to 4.16) - -Conditions where "shared ITT results" can
apply - - Cascading process ITT already performed
on an end product by companies can be used,
under contract, by a manufacturer producing the
same product, assembling the same components and
regarding the same process - -Conditions where descriptive performance data
can be used in order to define product
performances without testing. -
- Guidance Paper M also reminds the NPD (No
Performance Declared) option, which can be used
to facilitate CE marking for products placed on
the market in Member States without specific
regulations. In such a case, tests are
not required (article 4.3).
16Factory Control Production
- Where products covered by a hEN or ETA may be
produced as single application, the FPC clauses
need to be written in a way which gives
exemptions from those requirements which apply to
series production only.
17Although CE marking helps trade it is hard to
find ones own way in this labyrinth
- Therefore Construction Companies need to be
conform to some quality standards.
