• Agreement signed July 20, 1954 with two parts
  bilateral b/w French and Viet Minh and
  multilateral Geneva Declaration (US refused to
  sign - took note of Accords.
• Art. 1 established a provisional military
  demarcation line (17th parallel) on either side
  of which the forces of the two parties shall be
  regrouped..

• The VietMinh were to go north of the line and the
  forces of the French Union south.
• Art.14 Elections were to be held by July20,
  1956 to reunify the nation.
• Art. 16 banned the introduction into Viet Nam
  (north or south) of any troops or military
  personnel from the outside.
• Art. 17 banned any reinforcements

• Art. 18 forbade the establishment of new
  military bases.
• Art. 19 neutralization of all Viet Nam -
  neither side may join any military alliance.
• Art. 29 established ICC. (Canada, India and
  Poland).
• French would insure southern adherance to Accords
  until 1956.

Paragraph 6 of election provision

• The conference recognizes that the essential
  purpose of the agreement is to settle military
  questionsand that the military demarcation line
  is provisional and should not in any way be
  interpreted as con-stituting a political or
  territorial boundary.
