- Governor Arnold Schwarzenegger signed the order
on December 14, 2004 - It establishes California's priority for energy
and resource-efficiency in buildings and
represents a commitment to aggressive action - Leading by example, it sets clear goals for
reducing building energy use, beginning with
state buildings. This will be a recurring theme
implementation in state buildings first.

- Sets a goal of reducing energy use in state-owned
buildings by 20 percent by 2015 (from a 2003
baseline) - Encourages the private commercial sector to set
the same goal. - Directs compliance to the Green Building Action
Plan which details the measures the state will
take to meet these goals.

- Oversees and directs progress towards the goals
of the Green Building Order - Establishes a real estate industry council to
ensure that plans and implementation strategies
integrate with industry practices - Interagency team comprised of agency directors to
ensure a high level of prioritization and
coordination

6Two Key EO and Green Building Action Plan Goals
- Develop and propose by July 2005, a simple
building efficiency benchmarking system for all
commercial buildings in Ca - All state owned bldgs must be benchmarked
- Bldg managers must then prepare a plan for cost
effective energy retrofits - Develop commissioning and retro-commissioning
guidelines for commercial buildings - All state buildings over 50,000SF must be
retro-commissioned on a recurring 5 yr cycle
7Benchmarking What is it?
- Benchmarking is a tool that estimates energy use
per square foot of building space, allowing
comparison with other similar buildings - Benchmarking results should motivate the
buildings owner or manager to take actions to
improve the buildings energy use. - The Energy Commission has completed a report on
the progress of this activity and plans for

- The Energy Commission recommends the use of the
Energy Star Portfolio Manager and is concurrently
developing enhancements to the tool to more
accurately represent CA buildings
9Benchmarking State and Private Buildings
- To date, about half of the state bldgs over
50,000 SF have been benchmarked using the
Portfolio Manager - Benchmarking is voluntary for the approximately
one million privately owned buildings but the
Energy Commission is working closely with the
CPUC and Ca utilities to offer benchmarking
services to buildings owners, managers and
tenants.
10Benchmarking State and Private Buildings
- The Energy Commission is encouraging and
supporting the utilities implementation of the
use of benchmarking by their commercial
customers, and incorporation of benchmarking in
the utilities 2006-08 efficiency programs. - The Energy Commission will work with the Real
Estate Industry Leadership Council to develop
procedures for consumers to obtain benchmarking
information on buildings being sold so that at
the time of sale, this information is available
to the buyer and lender if requested.
11Commissioning and Retro-commissioning
- Commissioning is the process of ensuring that
building systems are designed, installed,
functionally tested, and capable of being
operated and maintained according to the owner's
operational needs. - Retro-Commissioning can restore existing
buildings to high productivity through
renovation, upgrade and tune-up of existing
systems. - Continuous commissioning ensures that systems are
monitored for ongoing identification of problems
or opportunities for improvement.

Through the Ca Commissioning Collaborative,
guides have been developed to assist owners in
the Commissioning process
- Two guides, One for new Construction and one for
existing buildings - Accessible, easy-to-read documents
- Helps owners understand the Cx process, benefits
and costs, the Cx team, and how to get started - It is not a how to guide for providers
- The guides are being published now and will be

13Integrating Benchmarking and Commissioning
- Benchmarking alone will not achieve goals. It is
simply the first step to identifying where the
opportunities/needs are for energy savings - Through benchmarking a building owner will learn
where he can improve building performance - energy retrofits
- improvements in operational efficiencies via
retro-commissioning - The greatest benefits will accrue through an
ongoing benchmarking and continuous commissioning
process
14Energy Savings Potential
- Studies have shown that the energy savings
potential from commissioning is 6-12 and the
potential for retro-commissioning is 7-20 - For the CA commercial sector, there is a
potential for 2B in energy cost savings from
commissioning - One key issue now is establishing a way to define
baseline energy use and document future energy
use after retrofits and commissioning so that we
can actually measure real energy savings from
these activities
