1Resource Family Emergency Preparedness Plan
- Developed by the Jackson County Childrens

2Training Objectives
- Introduce protocol to prepare for emergencies
that may arise, including natural or man-made
disasters. - Introduce the Emergency Disaster Plan for
Licensed Resource Homes (KCS-598). - Inform Resource Providers as to what is needed in
Disaster Supply Kit. - Outline communication protocol in cases of
emergencies.
3Preparation is Key
- All PRIDE (STARS) participants will receive a
list of local facilities that provide temporary
emergency lodging, supplies and food. Some
examples include the American Red Cross and the
Salvation Army. - This list will be updated annually and mailed to
all licensed resource providers.
4Training
- All licensed resource providers will complete
Disaster Preparedness Planning and Implementation
(DPPI) Training during their first year of
licensure and every renewal period thereafter.
This will be provided by the Jackson County
Childrens Division.
5Emergency Disaster Plan
- During DPPI training, each resource provider will
develop an Emergency Disaster Plan for Licensed
Resource Homes (KCS-598). - The plans will include
- An evacuation plan
- A meeting place for all family members
- Emergency contact numbers
- A plan if the child is in school/daycare or away
from the licensed resource provider at the time
of the disaster.
6Emergency Disaster Plan
- The Emergency Disaster Plan will be approved by
the Family Development Specialists. - Plan will need to be reviewed with all foster
children in the home each six months.
7Disaster Supply Kit
- Each Licensed Resource Provider will need to have
a Disaster Supply Kit containing the following
items, at a minimum - A copy of the Emergency Disaster Plan
- First aid supplies
- A change of clothing for each person
- A sleeping bag or bed roll for each foster child
- Battery powered radio or TV with extra batteries
- Enough food and water for 72 hours
- Tools (hammer, screwdriver, flashlight, etc.)
- A copy of the placement form (KCS-418) for each
foster child

9Communication During an Emergency
- In case of any emergency, the resource provider
should contact the case manager and/or supervisor
for each child placed in their home within 3
hours of the emergency situation. - If neither the case manager nor the supervisor
can be reached, the office Program Manager may be
contacted. - Program Manager contact numbers are listed on the
KCS-418 Placement Form or can be provided by the
childs case manager.
10Communication During a Natural or Man-Made
Disaster
- Follow communication protocols listed in the
previous slides. - In addition, contact the local Permanency Unit at
816-889-2595. - If that phone line is no longer operable, the
resource provider should contact the Program
Manager of the childrens workers. - Listen to the radio or watch television in the
event additional information is posted by the
Childrens Division.

- In the event that the resource provider cannot
reach anyone at the Jackson County local office,
another Regional Office in an area of the state
not impacted by the disaster should be contacted. - If all other communication avenues are
unavailable, the resource provider should call
877-642-6320 to report the status of the children
and family. - The number listed above should only be used when
no other communication channels are available.
12Contacting Biological Parents
- The case manager or supervisor will notify the
biological family of their child's status in the
event of an emergency or man-made or natural
disaster immediately upon receiving notification
from the licensed resource provider of the
child's status. - When the licensed resource provider is unable to
make contact with the case manager(s) or
supervisor(s) for the child(ren), it will be the
licensed resource provider's responsibility to
notify the biological family of the status of
their child(ren).
13Additional Information in the Event of a Natural
or Man-Made Disaster
- The Resource Provider will contact the Childrens
Division weekly, or more often if requested,
until the Childrens Division has determined that
weekly contact is no longer needed. - In the event of a mandatory evacuation order,
licensed resource providers must ensure that
foster children placed in their homes are
evacuated according to the plans and procedures
set forth by the State Emergency Management
Agency (SEMA).
