structure - No preventive benefits up to 2004
- Aging work force with chronic illnesses
- Escalating health insurance premiums
- In 2004 the Arkansas Health and Life Insurance
Board made a positive decision to begin
incorporating a long-term management strategy for
disease prevention / health promotion
3Strategy of Change
- Three phases currently undertaken
- 1. Awareness Health Risk Appraisal (2004)
- Tobacco, obesity, physical activity, safety belt
use, binge drinking - 2. Support New benefit incorporation
(2004/05/06) - Includes first dollar coverage of evidence-based
clinical preventive services, tobacco cessation
program (prescriptions and counseling), weight
management - 3. Engagement Healthy lifestyle discounts
(2005/06) - 10 or 20 monthly premium discount
4Monitoring Health Risks
- Use of the HRA to identify medical and pharmacy
costs related to self-reported health risks - Up to 20 discount on combined risk factor score
- Encourage individuals to better manage their
health risks - Informed EBD Board of prevalent risk behaviors
and associated costs

- Web supplies a comprehensive wellness report
following completion - Phone version also available however no immediate
report or discount information - Open to ASE members 10/01/07 10/31/07
- Existing employees MUST complete by 10/31/07 in
order to be eligible for any discount on Plan
Year 2008 - New employees, or enrollees have 30 days after
their effective date to complete - 30 days! Even in months with 31 days!

- Discounts loaded to AASIS November 17
- HIRs cannot update HRA codes in AASIS
- HIRs should notify EBD if a member has a plan
change which resets HRA code to 1 - HIRs resets HRA code in AASIS to 1
- EBD resends correct HRA code to AASIS upon HIR
request - Non-AASIS agencies
- Weekly HRA-completed report each Friday
- Primary HIR receives report via email
