The Ontario Clean Water Agency (OCWA) is a Crown
Agency of the Province of Ontario in the business
of providing safe and reliable clean water
services. In fact, OCWA provides clean water
management services to more communities than any
other water and wastewater service organization
in Ontario.

17Why are we here?
- One of the key best practices defined in the
Safe Drinking Water Act is that each facility
must have an overall responsible operator (ORO)
- The AKN/OCWA joint venture has been created to
provide the provision for an overall responsible
operator until local capacity can be developed.

- Condition survey and report for each facility.
- Provide an overall responsible operator for the
facilities. - On site training/mentorship at each facility
(minimum 24 hours/month). - Development of training plans for each operator.
- Assist with application process for facility
classification.

- Develop an administrative and reporting structure
that will keep all stakeholders informed. - Develop/update and implement a Maintenance
Management System at each facility. - Assist with preparation of annual Operations and
Maintenance budgets. - Develop/update Operations Procedures manuals for
each facility.

- Develop/update and Emergency Response Plan.
- Develop/update and implement a Drinking Water
Quality Management Plan. - Provide a 24/7 technical assistance Hot Line
staffed by qualified personnel that can be
accessed by First Nation Operators/Managers.

- 1. To develop capacity at the First Nation level
until such time as the First Nation is able to
sustain its own operations. - 2. To maximize First Nation participation in the
Safe Water Operations Program. - 3. To educate the Federal Government about the
technical and operations capacity that already
exists within First nations.
