Title: EDIS

1
EDIS
  • Emergency Department Information System
  • Visions for an integrated provincial program

2
What is EDIS
  • An electronic emergency department patient
information system available in all the Winnipeg
    ERs
  • Implemented with limited functions of tracking
and reporting of lab results at most sites but
with more functions (order entry) at St Boniface
  • A strong communication tool of ER utilization
  • A source of performance evaluation for EDs

3

4
What EDIS is not
  • An integrated health record
  • It is not a clinical documentation tool yet
(other than Triage) but will evolve into one as
    more functions are added
  • It is not available beyond Winnipeg or at the
    MUCC or Pan Am MIC

5
What is needed
  • A single additive document that records the track
of patient care from initiation of services to
disposition beyond emergency department for all
    Manitobans
  • A safety and flow enhancing tool
  • Process to record findings while avoiding
unnecessary repetition of tests or care steps
  • Integration of care to include transport
  • Appropriate transmission of information to care
    givers beyond the ER
  • Tool to ensure that ER process improvements can
    be measured

6
Single Record
  • Allows documentation to be additive and to
    record changes in patients condition
  • Single repository will allow for access to
information for subsequent management even beyond
    the ER
  • Multi disciplinary and multi-site charting can
    take place
  • Instant access to information available at any
    point of care
  • Integrated with other EMR

7
Safety and Flow enhancement
  • Legibility of records
  • Diminished errors
  • Safer handoffs
  • Patients may be transferred prior to some results
being available allowing faster access to
    tertiary care
  • Time stamping and user identification will
    enhance accountability
  • Standard care pathways for all ERs based on best
    practice

8
Efficiency and Stewardship
  • Lab and diagnostic tests may not need to be
    repeated
  • Results can be accurately trended from onset of
    event
  • Integration with EMR will confirm validity of
tests without the need to keep patients to assess
trends (egTnT in renal dysfunction, access to
    EKGs)

9
EMS- Integration
  • Allow documentation regarding transport
  • Improved handoffs
  • Allow pre assignment of care spaces in receiving
    sites
  • Distribution of patient load based on activity
    and stretcher availability

11
Discharge and Transfer of Care
  • Transfer of legible records
  • Consistent standard nomenclature of discharge
    diagnoses
  • Access to delayed results and appropriate
    auditing processes
  • Reliable and consistent discharge education

12
Decision Support Tools
  • Performance Appraisals
  • Measurement of process improvement needs and
    actions
  • Resource Allocation based on needs
  • Access time Information for patients
  • Adverse event and critical incident investigation

Next Steps
  • Engage regional emergency departments and EMS
  • Ensure representative governance structure
  • Develop a roll out strategy
  • Enhanced function
  • Provincial and EMS involvement
  • Share learning and tools with other EDIS users in
    the country
  • Address shortcomings and Interface Issues
  • Rapid access challenges
  • Hybrid records
