Dissemination of theBerlin Declaration
  • The signatories should pro-activly disseminate
    the Berlin Declaration together with examples
    from their own achievements, as well as with
    policy statements strengthening the Berlin
    Declaration on specific points.

Formulation of specific Open Access policies
  • Within the next 6 months, the signatories should
    develop Open Access policies
  • (model contracts, reward O.A.provision etc.)
    and evaluation (revisit impact factor etc.).

A joint publication and evaluation strategy
  • In order to strengthen the role of Open Access
    provision in career assessment and evaluation the
    signatories should work towards a joint
    publication and evaluation strategy.

Repositories for self-archiving
  • The signatories should develop in the next 6
    months plans for establishing repositories for
    providing immediate open-access through
    self-archiving as well as technologies for
    ensuring their continued use and useability.

Model workflows for and model paths towards Open
Access
  • The signatories should facilitate the transition
    towards Open access by developing, within 6
    months, procedures for O.A. provision and
    strategies for the transition from traditional
    towards O.A. publications.

Infrastructure for innovation
  • The signatories should create facilities
    allowing their scientists to explore innovative
    forms of disseminating knowledge through Open
    Access provision.

Temptations
  • The agents should be tempted to take part in
    Open Access publications by
  • creating showcases
  • giving opportunities to pioneers
  • offering services.

Incentives for creating more Open Access venues
  • The signatories should stimulate the creation of
    new Open Access journals by encouraging their
    scientists and making available dedicated funds.
  • They should also stimulate the other means of
    providing open access (self-archiving).

Reward mechanisms
  • The Open Access policies to be established
    should comprise rewards for Open Access provision
    (by either of the two means).

Take over publication charges
  • The signatories should immediately decide to
    take care of the publication charges for Open
    Access journals to which their scientists submit
    contributions.

A birds eye view for the agents
  • Scholars, librarians etc. have to be informed
    about the overall pre-conditions and
    consequences of Open Access provision.
  • In particular they should be familiarized with
    the advantages of the Open Access and the
    disadvantages of the traditional model.
