interlibrary loans
Items checked out Holdings
11Budget Stewardship EFCLs Per Capita Cost
Among Lowest of Libraries from Comparable
Communities
- BUTContinued growth in town population and usage
has made it unlikely EFCL can continue to meet
community needs under the current funding
structure.
Data from 2004 MHLS Statistical Report
Population represents those the library is
chartered to serve, and may not match town or
city populations.
12Meeting the Budget
- As Free Association library, EFCL contracts with
town for operating support - County and State contributions shrinking
quickly - Donations and Grants cant be depended upon for
operating funds
2005 Sources of Funds
Total 684,312
13The Budget Crunch
- Town Contract kept flat 2 years of last 4
- Town support unable to keep pace with our growth
- Flat funding has begun to affect resources
14EFCL Project Restructure
- Trustees devoted months to strategic planning in
2005 - Sought community input via survey
- Analyzed paths of other libraries
- Alternative funding options investigated
15EFCL Project Restructure
- The Focus of our new Strategic Plan
- is to restructure as a
- Public Library District
- Allows public to vote on tax-levied funding
- Public elects 9 library trustees
16Public Library District
- Not a new tax Just a new line item as any
other ad valorum public benefit district
17Financial Impact
- Owner of home with market value of 377,000 is
paying 56.31 as share of 2006 library
funding this year. - Thats less than what you would pay for
- Treating family of 4 to a movie with popcorn and
soda - An annual subscription to People Magazine
- Three months of wireless internet connection
- Seven months of basic subscription to Netflix
- A trip to Borders (two hardbacks and two lattes)
18Financial Impact 2007
- EFCL will propose funding increase of 4.
- For Homeowner in last example, thats an increase
of 2.25 less than the cost of a single DVD
rental! - Funding can NEVER be increased without new vote.
19Impact on Future of EFCL
- YES Vote
- Some restoration of decline in collection
development - Maintain technology support, software and
database licenses - Maintain building repair with minimal
refurbishment - Maintain minimum state standards for hours that
doors are open
- NO Vote
- Further cuts in collection development
- Further limits in technology limited access to
databases - Postponement of important building repairs and
upgrades - Cuts in staff, resulting in cuts in library
hours and failure to meet minimum state standards
possibly closing the library.
