Head receives 2002 Commissioners Partnership
Award

• Department for Technical Education
  Commissioner Emil S. Jezik presented Elmo C.
  Head, COL, (Ret.) with the prestigious
  Commissioners Partnership Award during the 2002
  Annual Awards and Recognition program held in
  Frankfort on December 11. Head, who serves as
  director of the Kentucky Guard Youth ChalleNGe
  Division in the Department of Military Affairs,
  has been instrumental in developing and
  establishing a partnership project which includes
  a five program vocational exposure for all cadets
  attending the Youth ChalleNGe Academy.
• Youth ChalleNGe serves at risk 16-18 year-
  olds who are school drop-outs. The main effort
  is to get all participants a GED within the 18
  months of participation.
• The newly created Commissioners Partnership
  Award was established to celebrate successful
  alliances between the KY Department for Technical
  Education and a business, government entity,
  nonprofit/voluntary organization and/or an
  individual that can act as an example to others
  and demonstrate
• creative, sustainable solutions that meet
  community needs and build capacity
