    country
  • The exporting country has an export product
  • Special planning and grid problems are for the
    exporting country
  • The importing country reaches its target more
    cost efficient

Results
  • Countries that have national support systems can
    continue to do so
  • It is fair that if the importing country pays, it
    can add import to its target
  • It is not against feed-in systems, but only opens
    the possibilities for some countries to reach
    their target more cost efficient
  • Stepwise approach is possible this must be
    stimulated by the Commission

Voluntary markets and imports
  • Import is monitored by GoO
  • The GoO system must be standardised (EECS)
  • The supplier has to redeem the GoO
  • Two possibilities
  • 1.The GoO is eligible for target counting
  • 2.The GoO is not eligible for target counting
  • Import and redemption of the eligible GoO leads
    to new power and the non-eligible GoO does not
  • The supplier must inform the costumer about the
    difference

Consequences of target counting
  • Absence of bilateral agreements are a barrier for
    cost efficient fulfilment of the targets
  • These barriers are created by governments it is
    up to governments to come to bilateral agreements
  • The voluntary international markets are distorted
    by absence of bilateral agreements
  • And suppliers must inform their costumers more
    clearly about the difference between eligible
    import for target counting and non-eligible
    import for non-target counting
