- It is the citizens choice of Health Care Unit -
where they prefer to be treated. - Once the citizen has made a choice the unit gets
its subsidies - By experience of dissatisfaction, the citizens
can change their healthcare unit. - The system is open to private healthcare
providers - All Health Care Units work under identical
conditions. This creates considerable freedom of
choice how to best meet the needs of the citizens
who have chosen a particular unit.

- The objectives politically decided for all
Health Care Units cover areas such as
accessibility, medical results and level of
quality. - The Health Care Unit might be a private care
provider or one of the County Council health care
centres

- All Health Care Units have applied and been
approved by the County Council, when fulfilling
current legislation, healthcare regulations and
defined competences, in order to provide the
required quality of healthcare. - All county citizens choose one healthcare unit
and the unit chosen gets the healthcare
subsidies. The size of the subsidy varies
depending on the age of the citizen. - County Council politicians have set up a number
of objectives that all Health Care Units are to
achieve. - If a Health Care Unit fails to achieve the
objectives, the subsidies will be reduced
accordingly.

13The Citizens choice
- All citizens chose one unit
- When registered, the citizen enters a mutual
agreement with the Health Care Unit. The chosen
unit receives the annual medical and healthcare
subsidy. - The citizen can change Health Care Unit up to
four times annually - The Health Care Unit has no right to refuse a
choice made by a citizen.

14Medical and Healthcare subsidies
- The Health Care subsidy size varies depending on
the age of the citizen. - The amount of subsidy is used by the Health Care
Unit to supply the citizen with the proper
treatment - The medical and healthcare subsidy is decided by
the politicians of the County Council yearly - If a Health Care Unit fails to reach its targets,
their healthcare subsidy is reduced accordingly
