Priorities for the selection of a joint call
topic area
- our task today is to select 1-2 broad topic
areas for the pilot joint call - we need topic
areas which are a good fit with the framework of
the SKEP pilot joint call - call duration -
funds made available - aims and objectives of
the ERA-NET

pilot joint call
1. Sustainable consumption and production in
anticipation of the new green paper expected from
the Commission in 2007 2. The use of
ecological footprints for EU decision-makers. How
will they be used? 3. The generation of
biofuels and their impact on the environment use
of set-aside land biodiversity effects 4.
Transboundary transport of hazardous chemicals at
an EU-scale 5. Transboundary transport of
alien species at an EU-scale 6. Environmental
policies and innovation effects 7.
Environmental economics and ethics 8. Better
regulation risk-based approaches effectiveness
simplification and streamlining cost-savings
transaction costs reducing costs associated with
old legislation 9. Research management (as a
research topic in its own right)

Evaluation (EAPEE/EPPEE) studies - a suitable
way forward for a SKEP pilot joint call?

  • Advantages
  • a discrete desk-top exercise that could be
    fitted into the 12 month pilot call duration
  • well formulated associated Deliverables
  • an excellent way of linking science and policy in
    a way that is attractive to stakeholders within
    EU institutions, Environment Ministries and EPAs
  • a formula that would ensure a high level of
    buy-in at the Member State level for study work
    (something which has not always been easy to
    achieve in past studies)

Suggested Draft Guiding principles
1. That the work should be self-contained and
bottomed-out given the limited timescales we are
dealing with 2. That it should consist of a
desk-top review of effectiveness (ie, comprise a
form of evaluation study) 3. This review should
employ science-policy criteria to draw
conclusions 4. That this review should
concentrate upon relatively recent/topical themes
5. That the study should target policy-makers
and regulators as its end-users/customers.
