2DEFINITION
- Nation-wide programme which will draw significant
numbers of the unemployed into productive work,
so that workers gain skills, and increase their
capacity to earn an income

- Accredited Training through short courses, skills
programmes and learnerships - Code of Good Practice Act, 1997
- 2 days of training out of 22 days worked -
minimum - Learners to be paid same rate as the job rate
when they go for training - Learnership Determination Act
- Learners are employees and receive a stipend

9Role of DoL on the EPWP training for Workers
- DoL receives training needs from the EPWP and
sources funding from the DoL Head Office. - DoL sources training providers to meet the EPWP
training requirements. - Appoints training providers for the EPWP training
and ensures training implementation. - Keeps a database of courses and registers new
courses as required by stakeholders like EPWP. - Registers training providers on its system to
meet training demands.
10Role of the Public Body on the training of Workers
- Ensure that a training plan for every worker
exists - Ensure training plan has been submitted to the
DoL - Ensure compliance of the projects to EPWP to
ensure there are no blockages to the training - Ensure training costs i.e. wages, accommodation,
transport are budgeted for either in the Bill of
quantities of the contractor or in project costs - Ensure learners and contractors are aware of the
training ie what, when, why etc - Monitor training to ensure good quality
11Responsibilities for Training Costs
- Training Costs incurred on the EPWP training are
shared as follows - Department of Labour
- Provision of the training
- Training equipment
- Training manuals and Stationery
- Assessment of learners
- Certification
- Public Body / Implementer
- Stipends
- Food
- Accommodation
- Transport
12In house processes for the Training
- Identification of the Training needs at the
project - Training needs are submitted to the Provincial
Coordinator for consolidation. - Provincial Coordinator submits training needs
quarterly to the Prov DoL. - Follow up is done on projects to check readiness
and to verify compliance - Letters to verify compliance are provided by the
provincial coordinator. - DOL processes then continue
13Training Processes at DoL
- On receipt of request for EPWP training
- Project is captured on the NSFDIS system using
information from submitted forms. - Project is evaluated DoL own verification ie to
verify info submitted and training needs
identified - Training Plan approval and approval of training
provider by the DoL Provincial Steering Cmmitee
(PSC) - Once approved DoL requests funds from Head Office
- Signing of the Contract between DoL and Training
provider - Pre Inspection of project and training venue is
done to check readiness of the training provider - Training is provided and monitored
- Claiming process
