What is Framework for Excellence (FfE)?
  • A balanced scorecard which will apply to all
    post-16 providers/institutions, including school
    sixth forms
  • For the first time, it will provide public,
    comparable information for schools, colleges and
    training providers
  • It will replace the post-16 Achievement and
    Attainment Tables
  • Ministerial ownership by DCSF and BIS
  • Top level governing body also brings together the
    Association of School and College Leaders, Local
    Authorities, Sixth Form College Forum,
    Association of Directors of Childrens Services
    and Ofsted

When is FfE happening?
  • Implemented from summer 2008 by colleges and
    training providers
  • Currently being piloted by over 100 schools and
    22 local authorities
  • Planned implementation in schools from 2010 and
    applying to Summer 2011 exam results
  • Planned first publication of results for schools
    alongside School Report Card in 2012

  • Long term goals of learners with complex learning
    needs
  • Funding per successful outcome
  • Finance indicators (colleges and training
    providers only)

How does FfE fit with School Report Card (SRC)?
  • FfE covers 16-plus the School Report Card covers
    11-15 year olds
  • FfE and SRC will be aligned and linked for ease
    of use
  • Over 40 schools are currently involved in
    piloting both SRC and FfE.

How does FfE fit with SelfAssessment and Ofsted?
  • Colleges and training providers will use FfE
    indicators and supporting data as part of the
    evidence for their self assessment.
  • Ofsted is using FfE to plan inspections and to
    inform inspection judgments
  • Ofsted is involved at all levels in the
    governance of FfE.

How does FfE compare with AAT and Data
Dashboard?
  • FfE includes qualification success rates, learner
    views and destinations and finance indicators,
    and does not include points per entry or learner
  • FfE includes independent training providers as
    well as colleges and from 2012 results will
    include schools with sixth forms
  • FfE includes qualifications at all levels, not
    just level 3
  • FfE includes all learners aged 16
  • FfE links to the same value added data contained
    in Data Dashboard and Learner Achievement Tracker

Transitional arrangementsuntil FfE is available
for schools
  • College and training provider FfE scores and
    grades are comparable with each other, but are
    not comparable with post-16 AAT scores
  • School post-16 AAT and Data Dashboard scores are
    comparable with each other but are not comparable
    with FfE grades and scores (but see next point)
  • Value added scores in the Data Dashboard are
    derived form the Learner Achievement Tracker and
    are comparable across schools and colleges.
