University City Missouri Adult Education Program
Analysis At the foundation of an effective adult
education program are three underlying questions
1. Are students enrolling? 2. Are students
staying? 3. Are students learning and meeting
their goals?   For each of these questions,
Critical Success Factors define what effective
performance means and serve as the focus for this
program analysis by comparing program performance
to state targets. Most of the state targets
reflect criteria previously established, such as
percentages for completion of Educational
Functioning Levels (EFLs). A few targets are
proposed. The following chart lists the Critical
Success Factors and state targets for each of the
program components contained within this report.
