Why Do We Need a Plan?
  • IDOT Secretary Tim Martin has requested it
  • Important tool in creating a safe and connected
    system of bicycle facilities
  • Required by FHWA
  • Sorting mechanism to determine priorities in a
    limited funding environment
  • Better use of existing information

What is it?
  • Plan is an interactive Graphic Information System
    (GIS) model that uses extensive data to help IDOT
    evaluate bicycle projects
  • Types of Data
  • existing and proposed bicycle facilities in
    local/regional plans
  • school locations, parks, METRA and Amtrak
    stations, natural areas
  • rail line locations and crossings
  • Bicycle Level Of Service on roadways
  • Multi-year Highway Improvement Program

What is it?
  • The Plan will incorporate quality of life and
    economic development opportunities.
  • Internal tool to evaluate district-by-district
    bicycle projects. Unfunded priority projects
    will not be published, funded projects will be.
  • Proactive tool that will facilitate future
    planning and budgeting.

What is it?
  • Plan consists of two phases.
  • Phase I produced a GIS product that brought all
    this diverse data together under a common
    platform.
  • Phase 2 will build on Phase I and develop a
    model that will evaluate GIS data, apply criteria
    and respective weights and establish priorities.

Where are we?
  • We are completing Phase I -- verifying and
    digitizing GIS layers where necessary.
  • We are starting Phase 2 which will
  • Establish stakeholder involvement
  • IDOT Advisory Committee District Bicycle
    Coordinators and Office of Planning and
    Programming staff
  • Technical Steering Committee State agencies,
    MPOs and other planning organizations, bicycle
    advocacy groups, county/city trail administrators
  • This overview serves as the first meeting of the
    TSC 2 to 3 more meetings to follow.

Where are we?
  • Conduct a series of stakeholder meetings with the
    IDOT Advisory Committee then the Technical
    Steering Committee to determine evaluation
    criteria and weighting factors.
  • Develop a computer model that incorporates data
    from Phase I and produces priority lists of
    bicycle projects by district based on stakeholder
    input.

  • Conduct public informational meetings
  • Present the intent of the State Bicycle Plan
  • Gather input from stakeholders regarding
    important criteria in bicycle facilities
  • Determine highest ranking criteria
  • Present results of criteria and ranking to
    stakeholders

    proposed bicycle facilities
  • Use model to help prioritize projects

Funding of Priority Lists
  • Bicycle projects may be funded through
  • IDOTs Multi-Year Highway Improvement Program
  • Projects would need to meet current policy
  • Illinois Transportation Enhancement Program
  • Possibly Congestion Mitigation and Air Quality
    Program

    district
  • Highway Improvement Program funded Bicycle
    projects- Districts scope projects at the
    pre-program stage.
  • Projects will have to be reviewed for
    buildability. Even the best projects may have
    fatal flaws
