  • Principles
  • Spend funds quickly to save and create jobs.
  • Improve student achievement through school
    improvement and reform
  • Ensure transparency, reporting and accountability
  • Invest one-time ARRA funds thoughtfully to
    minimize the Funding cliff
  • Intention is to enable districts to serve
    additional students and raise teaching and
    learning quality

Availability of funds
  • 50 of Title I, Part A recovery funds by end of
    March 2009
  • Remainder after ED approves states amended
    Consolidated Application that addresses how it
    will meet the recordkeeping and reporting
    requirements of ARRA

Availability of funds
  • Funds are in addition to FY 2009 funds available
    July 1
  • Regular Title I, Part A plus Recovery Title I,
    Part A funds equal total allocation to districts
    for 2009-2010
  • Period of availability may differ (27 vs 30
    months)
  • Separate applications to reflect separate
    accountability

Obligation and Carryover
  • 85 of the funds must be obligated by September
    30, 2010
  • Up to 15 carryover must be obligated by
    September 30, 2011
  • Waivers may be possible

Determination of Funds
  • Funds are determined on the same basis as for
    targeted grants
  • Based on census
  • At least 10 students (5-17) living in poverty
  • Students 5-17 living in poverty comprise at least
    5 of the 5-17 year old population

Amount to be Received
  • Amounts on ED website are larger than will
    actually be received
  • State must reserve 4 of Title I, Part A recovery
    funds for school improvement activities
  • Note this has not been deducted from the amounts
    posted on the ED website
  • State administration has not been deducted

Use of funds
  • Follow Title I, Part A statutory and regulatory
    requirements
  • Align with core goals of ARRA
  • Save and create jobs and advance reforms
  • Focus on short-term investments with potential
    for long-term benefits
  • Use for early childhood programs and activities
    is encouraged

Suggested Uses
  • Training highly effective teachers to be
    instructional coaches
  • Intensive year-long teacher training for all
    elementary teachers and the principal of a school
    in corrective action or restructuring to train
    teachers to use a new curriculum
  • Strengthen and expand early childhood education

Suggested Uses
  • Providing new opportunities for secondary
    students to use supplemental online course-wear
    to meet math or science requirements (schoolwide
    building)
  • Use of longitudinal data systems to drive
    continuous improvement efforts in Title I, Part A
    schools
  • Provide professional development to teachers
  • Provide extended learning opportunities

Possible Waivers
  • For set aside requirements
  • Private school equitable share will apply
  • Calculate per pupil SES without regard to
    recovery funds
  • Allow state to waive carryover limitation more
    than once in three years
  • Consider SFSF funds as state funds for
    maintenance of effort requirements

  • Maintenance of effort
  • Applies, possible waiver to permit SFSF funds to
    be considered state funds
  • Supplement not supplant may not be waived
  • But may be rebutted in some instances
  • Comparability may not be waived

Accountability
  • District must use prudently and in accordance
    with the law
  • District receiving recovery funds shall report a
    school-by-school listing of per-pupil educational
    expenditures from state and local sources
  • District must report how funds were spent at
    www.recovery.gov
  • More guidance and government-wide data collection
    and reporting requirements will come
