Issue 164 Dual stack

• Issue Details are missing in dual stack support
• Resolution
• PRPA (Pre-PANA Address) selection
• Only one PANA run is required even when there are
  both IPv4 and IPv6 addresses are available before
  running PANA
• PaC chooses either IPv4 or IPv6 as PRPA
• The choice is made depending on the deployment
• In case of dual-stack PaC bootstrapping IPsec,
  the same IP version as used for PANA is used for
  IKE
• POPA (Post-PANA Address) configuration
• PANA-Bind-Request message allows the PAA to
  indicate the available configuration methods to
  the PaC
• The PaC can choose one of the methods and act
  accordingly
