M S and SEs as an acquisition toolset
  • UK MoD believes that more extensive use of MS
will be key to the success of Smart Acquisition
  • Integrated within and across phases/programmes
  • Spiral development
  • Coherent risk management
  • Linkage to Operational Effectiveness Defence
    Capability

11
SECO Mission
  • To research, demonstrate and define the
requirements for the application of Synthetic
    Environments across the MOD.

12
SECO Goals
  • To deliver affordable and reusable Synthetic
    Environments across the MOD.
  • To produce a co-ordinated MOD policy for
    Synthetic Environments.
  • To promote the wider use of modelling and
simulation in all areas of Defence.

13
SECO Tasks
  • Guide and co-ordinate all MOD SE related
    activities and research.
  • Promote contact with external agencies.
  • Deliver MOD Policy and Capability Strategy Paper.
  • Secure common SE infrastructure and services.
  • Ensure SE utility, cost-effectiveness and
    credibility.

Stimulate and guide the use of SE to
improve Operational Effectiveness and Value for
Money in Defence
14
Synthetic Environment Based Acquisition
SeBA is the consistent and coherent application
of modelling, simulation and SE technology
within, and across, both acquisition phases and
programmes to facilitate the attainment of the
Smart Acquisition goals of faster, cheaper,
better.
SE CWG endorsed Feb 01
15
SeBA Key Features
  • SeBA is the exploitation of the available
modelling and simulation technology to serve the
    acquisition community
  • The linking of previously discrete modelling
    activities
  • Sharing of effort and expenditure within and
    across programmes
  • Delivery of a toolset that can be adapted and be
    re-used throughout the acquisition life-cycle
  • An integral part of System Engineering
  • SeBA is the exploitation of the available
modelling and simulation technology to serve the
    acquisition community

16
Benefits of SeBA
  • Common understanding
  • Early risk management
  • Test Evaluation
  • Reduced number of field trials
  • Explore more of the operational envelope
  • Test throughout development
  • Training systems
  • Developed in parallel with field equipment
  • Manuals and trainers based on electronic drawings
  • Industrial incentives
  • Clearer, more transparent requirements
  • Common ground for problem and solution
  • Exploit SEs for long term business planning

17
MOD Research Programme
  • The Applied Research Programme 350M
  • The Corporate Research Programme 125M
  • Technology Demonstration 25M

18
SeBA Research Programme
  • Capturing knowledge and best practice on the
application of integrated MS to UK Defence
    equipment acquisition
  • Ascertaining and articulating the benefits of
    SeBA approach to acquisition
  • Joint MoD / Industry team
  • Beacon funding
  • 50 MoD
  • 50 industry

SeBA the way ahead.
  • SeBA is inevitable.
  • The technology is there.
  • The Infrastructure to exploit the technology is
    being developed.
  • Application of M S within acquisition
    programmes can be effectively undertaken
now.there is a need to maximise the benefits.

26
SeBA - Continues...
  • New related CRP activities
  • Capability Management - Follow on from the
    Worked Examples.
  • URD / SRD mapping.
  • Continued capture of experience and best
    practice.
  • SECO4 post with responsibility for acquisition
    applications.

27
SeBA - Continues...
  • Pilot IPTs to illustrate benefits, refine AMS
    guidance and share best practice.
  • Creation of a MoD/Industry SeBA Forum to
continue the development of SeBA. (17 Sep 02)
