• To recommend standards or practices that with
  wider use will increase the interuse of NASA data
  or the interoperability of NASA data systems.
• Within NASA and among NASA stakeholders.
• Based upon experience of stakeholder community.

• Seek standards and practices from communities of
  use.
• Examine their potential benefit both by
• Analysis of a technical working group.
• solicitation of experience of broader community.
• Recommend (or not) based upon consensus of SPG

• Homegrown standard, not adopted by any other
  standards organization, new implementations from
  scratch are expected

• What happened
• Original Standards Process worked very well
• Excellent and many community reviews for
  technical specification and operational
  experience
• Reviews were easy to get

• What happened
• Difficult to get many technical reviews
• Reviewers wondered why we are asking for a
  specification review when it was already an
  international standard
• Q? Is a specification review important for a
  standard that has been exhaustively vetted by the
  OGC and ISO?

  (shared software libraries), completely new
  implementations from spec not necessarily
  expected

• Difficult to get many technical reviews
• Only one implementation so not many people had
  experience with implementing HDF5 from
  specification.
