UNDAC
  • The United Nations Disaster Assessment and
    Coordination (UNDAC) team is a stand-by team of
    disaster management professionals who are
    nominated and funded by member governments, OCHA,
    UNDP and operational humanitarian United Nations
    Agencies such as WFP, UNICEF and WHO.

UNDAC cont.
  • Mostly assessing response needs, but upon request
    of a disaster prone country, the UNDAC team can
    be deployed to carry out assessment of disaster
    preparedness and priority needs and to provide
    recommendations to national Authorities and the
    United Nations Resident Coordinator on how to
    improve it.

Mission Goal
  • An evaluation of the capacities of the National
    Disaster Management System and its executive
    level in the areas of disaster preparedness and
    response
  • Recommendations towards the strengthening of
    relevant areas, including the required follow-up
    for implementation of the recommendations
  • Recommendations on how to strengthen the
    implementation of the recently revised policies
    and legislation
  • A mission report summarising the analysis and
    conclusions, and including a listing of the
    recommendations.

Mission report will include
  • Evaluation of the disaster response capacity,
    including
  • Ministry of Emergency Situations Search and
    Rescue services including the appropriateness of
    equipment with them
  • State Emergency Commissions, at central as well
    as at local levels
  • Coordination mechanisms
  • The system for procurement, warehousing and
    management of relief goods in the event of a
    disaster
  • Emergency telecommunications and information
    management during disasters
  • Damage assessment and needs analysis capacity
  • Adequacy of human resource capacity in disaster
    management systems
  • Capacity of mountain SAR units
  • Procedures for the arrival and integration of
    international actors
  • Whether disaster contingency planning is
    adequate.
  • Assessment and monitoring of adverse events and
    early warning systems for
  • Mud- and land slides
  • Earthquakes
  • Floods
  • Avalanches.
  • Arrangements for public education and awareness
    for suitable response to disasters.
  • Legal framework and mandate of the National
    Disaster Management System.
  • Recommendation on how to establish the National
    Disaster Preparedness Plan.

Methodology
  • The evaluation will be carried out at three
    levels
  • 1) Ministry of Emergency Situations and Civil
    Defence (MoES)
  • The mission would include diagnose of the
    functioning of the coordinating entity and its
    various components, including REACT.
  • 2) MoES and ministries and agencies involved in
    the permanent components of the national disaster
    management system. The mission will
  • determine the level of integration of those
    components in the system at all levels (state,
    province, district)
  • clarify the constraints to the functioning of the
    system
  • discuss the suitability of the legal framework
    for disaster management
  • 3) Analyse effectiveness of the arrangements for
    the National Disaster Risk Management Partnership
    REACT and other actors involved in disaster
    response in the country (i.e. State Emergency
    Commissions), to be integrated into the overall
    response.
