How does it affect non-citizens?

• No change in eligibility rules for
  non-citizen, qualified aliens
• No further documents required for qualified
  aliens (already must provide documentation)
• No change for emergency services

• One of these proves both citizenship and
  identity
• U.S. passport
• Certificate of naturalization
• Certificate of citizenship

• Drivers license or state ID card

• Affidavits signed by a parent or guardian (under
