Resolution One Process of making housing
allocations The Regional Planning Committee
commends the sub-regional steering groups and
believes that they have made a significant
contribution to ensuring a bottom up element
into the development of the South East Plan. The
Committee notes that considerable consensus has
been achieved and extremely useful policy
development has taken place. The Committee
notes that the South East Plan must ultimately
include District/Borough/Unitary housing numbers
which should reflect work carried out at the
sub-regional level. The Committee considers that
the continued use of sub-regions as the primary
unit for making housing allocations, as distinct
from the location for specific policies, causes
unnecessary complexity.

Resolution One Process of making housing
allocations (Cont) The Committee wishes to
ensure that District/Borough/Unitary authorities
have maximum scope to exercise meaningful local
choices within their LDFs. The Committee
considers that, in many cases, the combination of
sub-regional and rest of District/Borough/Unitary
allocations could be extremely proscriptive
leaving individual authorities with very little
scope for local discretion within their
LDFs. The Committee therefore resolves that the
Assembly Plenary should consider for agreement a
regional housing allocation and a housing
allocation for each County area which reflects
work carried out at the sub-regional level. For
the avoidance of doubt the Committee resolves
that sub-regional housing allocations should not
be included in the draft South East Plan (either
in the main text or in the sub-regional
policies). The Committee instructs officers to
redraft papers accordingly and to resubmit them
for agreement to the next meeting of the Regional
Planning Committee on 23 June. DEFERRED TO 23

Resolution Two The Regional Planning
Committee supports the use of sub-regional
policies within the draft South East Plan and
considers that these should be closely related to
the work of the sub-regional steering groups and
the strategies they have produced. The Committee
notes the recent proposal for four additional
Policy Designations to be included in the South
East Plan and for the inclusion of four
additional hubs.   The Committee considers that
as currently drafted the Policy Designations do
not clearly add value or adequately reflect the
sub-regional strategies. The Committee accepts
that hubs may be foci for development activity
but considers that a view on the quantity and
type of development must arise from the current
sub-regional work.

Resolution Two (cont )   The Committee
considers that adequate justification and testing
of the Policy Designations and four additional
hubs proposed in agenda item 7b has not been
presented and that they should only be considered
for inclusion in the South East Plan if proposed
and justified by the work being undertaken by the
sub-regional steering groups.   The Committee
therefore resolves that the Policy Designations
at Table 1 of Agenda item 7b and the additional
hubs proposed at paragraph 3.2 should not be
submitted to the Assembly Plenary on 13 July for
agreement. The Committee instructs officers to
reconsider these proposals in the light of the
advice received from the sub-regional steering
groups and to bring forward appropriate
recommendations to a later meeting of the

Resolution Three   The Regional Planning
Committee endorses the annual average regional
housing allocation of 28,900 p.a. as proposed at
Agenda Item 7b paragraph 5.2.3.   The
Committee instructs officers to work with local
authority and other partners to develop a
distribution by County area which is consistent
with this annual average and which reflects work
undertaken at the sub-regional level. These
should be submitted for agreement to the next
meeting of the Regional Planning Committee on 23
June (subject to final confirmation following
completion of the District-level distribution
process and consultation). There is an
expectation that the housing backlog will be met
in the first 10 years of the Plan and significant
Government investment will be required to achieve
this. THIS AMENDMENT AGREED

Resolution Four   The Committee therefore
resolves that a)     the proposed regional
housing allocation of 28,900 p.a. for the whole
South East Plan period should recognise that this
will fluctuate over time and between
locations b)     the Annual Monitoring Report
which the Regional Assembly is required to
produce should include an assessment of progress
on achieving adequate infrastructure investment
to support the prevailing level of housing
growth, housing backlog, housing need and the
success or otherwise of bringing forward
investment plans for major schemes c)     
continued housing growth should be conditional
upon adequate progress on the delivery and
funding of infrastructure (including affordable
housing) and the requirements of the regional
economy d)     a full review of the South East
Plan should be completed by 2012. AMENDEMENT WAS

Resolution Five   The Regional Planning
Committee notes that a number of key elements of
the South East Plan may need to be revised in the
light of further work to be carried out at
sub-regional level and in light of the
District-housing allocation process and
consultation. Nevertheless the Committee wishes
to ensure that the Government receives early
sight of as much of the Plan as possible.   The
Committee therefore resolves that the submission
of Part 1 of the South East Plan to Government
should go ahead as a work in progress, with the
necessary caveats and omissions, on the basis
that it may be subject to further
revision. AGREED

Particularly since the MOD and their advisors
have indicated that by including the Bordon/
Whitehall opportunity, this is the part of the
WC BV sub-region with greatest potential for
longer-term rationalisation of MOD land. Further

extent this potential is realisable as there are
constraints notably the Thames Basin Heath SPA
that will affect Deepcut Garrison and Keogh
barracks disposals and also the effect of links
to the central Hampshire disposals at Bordon,

Specific measures that will be will be
undertaken and targets achieved to support these
objectives include   1. Regional and local
authorities, agencies and others shall include
policies and proposals in their development
plans, local transport plans, strategies and
investment programmes to help reduce the Regions
greenhouse gas emissions by at least 20 below
1990 levels by 2010 and by at least 25 below
1990 levels by 2015. A target for 2026 will be
developed and incorporated at the first review of
the Plan (and no later than 2011).   2. A
regional inventory of greenhouse gas emissions
will be undertaken, and a programme to monitor
greenhouse gases from all sectors will be
developed in close collaboration with, and with
support from, local authorities and
Government.   3. A Climate Action Plan will be
developed as part of the Implementation Plan,
with a focus on measures to reduce greenhouse gas
emissions as well as developing techniques for
