Whats a STIP?
  • Combination of a State Implementation Plan (SIP)
    Tribal Implementation Plan (TIP)

Background
  • Project first discussed at WRAP Air Managers
    Committee in July 2002.
  • Realization that States Tribes need help
    preparing first regional haze plan under Section
    309, to meet Dec. 2003 deadline.
  • Can build upon the SIP/TIP template developed by
    the WESTAR Regional Haze SIP/TIP Working Group in
    2000.

Objectives
  • Create a model STIP that can be a working
    template for developing 309 regional haze
    implementation plans.
  • Template will allow States Tribes to fill in
    the blanks as they write their 309 plans.
  • Identify all the Technical Support Documentation
    (TSD) that is needed, and how to incorporate it
    into the 309 plan.

Project Leaders
  • STIP-2 Coordinator Brian Finneran, Oregon DEQ.
    Worked on first SIP/TIP template project.
  • Tribal Coordinator Rosanne Sanchez, New Mexico
    Environment Department. Will ensure tribal TIP
    needs are met.
  • STIP-2 Work Group Representatives from States,
    Tribes, and EPA. To oversee model STIP as it is
    being developed.

Deliverables
  • Model STIP for Section 309
  • Will reference and summarize all applicable 309
    requirements.
  • Will list all TSD by section.
  • Will contain generic language that can be
    incorporated directly into SIPs/TIPs.

  • Draft 309 SIP for Oregon
  • Will use Model STIP when completed to prepare
    draft Oregon 309 SIP, as a model for other States
    to follow.
  • Model TIP for Tribes
  • Will refine Model STIP where appropriate to
    prepare a Model TIP.
