LAB-R Introduction
  • School districts will no longer use locally
    chosen instruments for identification (i.e.. LAB,
    LAS-O) and achievement (i.e.. district reading
    test, LAB, LAS).
  • The assessments for identification and
    achievement will be uniform statewide.
  • CR Part 154 is being amended to require the use
    of the NYSESLAT and the LAB-R.

How are the new assessments different?
LAB-R
NYSESLAT
  • developed by teachers in conjunction with the New
    York City Department of Education
  • developed by teachers in conjunction with the New
    York State Education Department
  • annual assessment to measure students progress
    toward meeting standards
  • administered one time when student enters school
  • determines students readiness to exit a
    bilingual/ESL program
  • identifies students who are entitled to
    bilingual/ESL services
  • administered to new entrants as of Fall 2003
  • administered to LEP/ELLs beginning in Spring 2003

What are the components of the LAB-R?
  • The LAB-R assesses Reading, Writing, Listening
  • and Speaking at 5 different levels from
    Kindergarten through grade 12.

  • Level I K 1 (Level I does not assess
    writing)
  • Level II 2 3
  • Level III 4 5
  • Level IV 6 8
  • Level V 9 12 (optional writing
    sample)

What is the scoring method for the LAB-R?
  • The LAB-R will not provide a percentile score
  • The LAB-R will be scored using a
    criterion-referenced model providing a scale
    score consistent with the NYS learning standards
    for ESL and ELA
  • Cut points have been established to provide
    diagnostic information on the students level of
    English language proficiency as follows
  • Beginning
  • Intermediate
  • Advanced/Transitional
  • English Proficient

TEST SECTION
ESTIMATED TIME
  • The examiner completes the answer document.
  • Administer entire assessment at one time, if
    possible.
  • Allow 3-5 seconds for each response.
  • Items/questions/stories may be read no more than
    two (2) times.
  • If student responds incorrectly on three (3)
    consecutive questions in the Listening/Speaking
    Subtest, stop and go to the Reading Subtest.
  • If the student responds incorrectly on three (3)
    consecutive questions in the Reading Subtest,
    discontinue testing.

TEST SECTION
ESTIMATED TIME
  • The student marks answers to some of the items in
    the Student Response Booklet.
  • The entire LAB-R may be administered at one time.
  • Allow 3-5 seconds for each response.
  • Items may be read no more than two (2) times.
  • If student responds incorrectly on three (3)
    consecutive questions discontinue and go to next
    section of the subtest.
  • Allow a rest period between the administration of
    each subtest.

TEST SECTION
ESTIMATED TIME
  • NOTES
  • Students record their own answers to all items in
    the Listening, Reading and Writing subtests.
  • No more than two subtests may be administered in
    one sitting.
  • Allow a five to ten minute rest period between
    subtests.
  • A maximum of ten seconds should be allowed
    between the presentation of a test question and
    the student response. If no student response is
    given continue on to the next question.
  • Level V includes an optional writing sample in
    addition to the Writing subtest, which is scored
    using a rubric.
