Bovine Spongiform Encephalopathy
  • FDA published an ANPRM in July. Comments are
    being reviewed
  • FDA said it would ban SRM feeding
  • No movement yet on a rule, but FDA says its
    target is February
  • Compliance rate is still excellent, but firms
    need to remain vigilant.

BSE
  • What approach FDA will take is unclear. On the
    table are dedicated mills, poultry litter, blood
    products and brain/spinal cords
  • GAO report next month will likely be unfavorable
    on inspections. Criticizes our use of 99
    compliance
  • Really dependent on current USDA sampling an
    finding of any more cases
  • Transportation weak link despite 1990
    Transportation Act and Video Program

  • EPAs draft dioxin reassessment being reviewed by
    National Academy of Sciences
  • Report due in September and will be media fodder
  • Dioxin samples by FDA show very, very low levels
    except in some fish meal
  • FDA doesnt seem concerned but may issue an
    industry guidance document

  • To sample or not to sample??
  • AFIA believes dioxin is a hazard not reasonably
    likely to occur except in rare problem areas that
    are unknown
  • AFIA continues to encourage FDA sampling and
    building a baseline
  • However, with sampling comes findings

  • Salmonella comes in and out of feed news
  • FDA continues to sample for it in animal and
    marine products and a federal rule says finding
    in those products makes them adulterated
  • The rule is not being enforced
  • At one point FDA was developing an enforcement
    program
  • CDC is still making waves about feed

  • Should firms sample?
  • Remember, if samples are taken and several days
    later positives are found, then that firm has
    likely entered an adulterated product into
    commerce
  • Although Salmonella can be found in feed, the
    hazards are very rare and sampling is difficult
    to justify

  • FDAs four Bioterrorism Act rules are not final
    and cover
  • Registration of Facilities
  • Import Notification of Imported Products
  • Administrative Detention of products likely to
    cause serious adverse consequences or death in
    humans or animals
  • Recordkeeping

  • AFIA has a compliance guide on the first two and
    will hold a webcast and develop a compliance
    guide on the latter two
  • Webcast is planned for February on Administrative
    Detention and Recordkeeping
  • FDA adopted some of AFIAs comments on
    recordkeeping and these will assist in reducing
    industrys burden

    2001. Guide is an excellent checklist for each

  • AFIA continues to work with Homeland Security to
    develop workable controls. Examples XML
    Standard Project, Assessment Project and
    Communication

Codex Alimentarius
  • International standard/guideline setting body for
    consumer health and fair trade practices.
  • Ad Hoc Task Force first meeting June 1999
  • Completed Animal Feed Code May 2004 that covers
    feed manufacturing, feed ingredients and on-farm
    feeding.
  • Will shape countrys direction to regulating
    animal feed, particularly developing countries.

FDAs Animal Feed Safety System (AFSS)
  • FDA is developing AFSS as a long-term project.
    Its a risk-based approach to feed safety and
    will likely result in regulations
  • FDAs next meeting will be in April in Kansas
    City Missouri
  • Last public meeting was Sept. 2003 and drew over
    200 people
  • Rule timeframe appears to be 2006-7.

AAFCOs Model Feed Manufacturing Regulations
  • AAFCO has started a process control initiative
    that involves creation of mandatory feed
    manufacturing rules
  • Rules are under review at AAFCOs Midyear Meeting
  • AFIA and other groups are assisting
  • Whatever is adopted will have to be adopted by
    each state also

Safe Food/Safe Feed Program
  • AFIAs new certification program establishes
    minimum guidelines for safe feed
  • Once certified by AFIA, can use seal
  • One firm wants to use the seal on their packaged
    meat product. AFIA is securing USDA FSIS
    approval

  • FCI has a new program HACCP auditing is now
    available. Visit FCI website at

  • Continuing certification and auditing programs in
    restricted use protein and plasma and hemoglobin
