3- XV. IN GOOD STANDING POLICY FOR JUNIOR NATIONAL
AND NATIONAL - REFEREES AND SCOREKEEPERS
- To maintain good standing as a nationally
certified official (national referee, national - scorekeeper or junior national referee) you are
responsible for meeting the following
requirements each year - A. Be a regular member of the NTRVA.
- B. Submit a copy of your graded exam to Kathy
Ferarracio.
4- C. Provide service to the Region by completing
one of the following every year - 1. Conduct an NTRVA clinic.
- 2. Referee at any regional championships as
scheduled by the referees chair. - 3. Serve as a scorekeeper monitor at any
regional championships as scheduled by the
scorekeeper chair. - 4. Submit 8 ratings for regional, provisional or
in-process officials to referees chair. - 5. Give-a-day rating officials as scheduled by
the appropriate officials chair. - 6. Serve as a member of the NTRVA Regional
Rating Team. (Selected by Ref Chair) - 7. Alternative forms of service which do not
appear on this list may be substituted with prior
approval of the appropriate officials chair.
5D. Must take an online exam (not written) and
obtain a passing score of 90, corrected to 100.
Test should be posted by Jan. 15. If exam is not
passed, must take form B and obtain a passing
score, also corrected to 100. (Referee chair
will schedule a monitored test site/time to
retake Form B, written test). These results must
be scored and sent to the national office by Feb.
15. Note Failure to complete agreed upon
commitments may result in the loss of an
officials good standing with NTRVA and may be
reported to the appropriate national committee

- National referee will be entitled (expected) to
wear the official USA Volleyball National referee
patch while officiating at USA Volleyball-sanction
ed events. Patches will be worn at all North
Texas Region Tournaments.
8Adult Opens
- A USA Volleyball National referee is authorized
to officiate all USA Volleyball-sanctioned
competition, and is qualified to officiate at the
USA Volleyball Adult Open Championships.
9Maintaining Certification
- . Certification as a USA Volleyball National
referee is valid for a period of three (3) years.
To maintain certification, the referee must - a. Officiate at the USA Volleyball Adult Open
Championships in at least one year during the
three-year certification period. - b. Officiate at a USA Volleyball Junior
Qualifying Tournament, the Starlings Tournament,
the NIRSA Club Championships, the USA Volleyball
Girls Invitational, a USA Volleyball Junior boys
bid event, the USA Junior Olympic Volleyball
Championships, or the USA Volleyball Adult Open
Championships once during one of the remaining
two years of the three-year period. - c. Submit to re-evaluation by the National
Commission for Evaluation and Development at any
time while officiating at a USAV sanctioned
event. -
10- d. Each year, successfully complete Form A or B
of the approved USA Volleyball rules examinations
for referees, obtaining a minimum score of 90,
using the closed-book method. USAV National
referees must submit electronically by February
15 to the Assistant Vice President, National
Referee Commission. Note, region ddeadline to
take the on-line test is Jan 15 to ensure
adequate time to retake the written test if test
score is less than 90. Failure to do so will
result in the official being put on probation for
the current year. - e. Register annually on the NTR Volleyball
website and remain an active referee in good
standing with North Texas Region. - f. Remit annual fees as levied by the Officials
Division of USA Volleyball by the date
established by that Division. Details about the
fee can be obtained at www.usavolleyball.org/offic
ials.
11Junior National
- After certification by the National Commission
for Evaluation and Development, a USA Volleyball
Junior National referee will be entitled
(expected) to wear the official USA Volleyball
Junior National referee patch while officiating
at USA Volleyball-sanctioned events

- A USA Volleyball Junior National referee is
authorized to officiate all USA
Volleyball-sanctioned competition within any of
the USA Volleyball regions, including Junior
Olympic Volleyball competition, and is qualified
to officiate at the USA Junior Olympic Volleyball
Championships. Junior National referees may also
be requested to officiate at the USA Volleyball
Adult Open Championships, as determined by the
needs of the tournament and the Officials

13Maintaining Certification
- . Certification as a USA Volleyball Junior
National referee is valid for a period of four
(4) years. To maintain certification, the referee
must - a. Officiate at the USA Junior Olympic
Volleyball Championships in at least two
different years during each four-year
certification period. - b. Officiate at a USA Volleyball Junior
Qualifying Tournament, the Starlings Tournament,
the NIRSA Club Championships, the USA Girls
Invitational, a USA Volleyball Junior Boys bid
event, or the USA Junior Olympic Volleyball

15Wanna Be a National Ref?
- To become certified as a USA Volleyball National
referee, a candidate must -
- 1. Have served as a certified USAV Junior
National referee for at least one (1) year.
16Application
- 2. File the official application with the
Director for National Referee Certification
Evaluation. Application forms and
instructions for completingthem are available at
http//www.usavolleyball.org/RulesOfficials/appli
cation.asp. - An application fee of 150.00 payable to USAV
National Referee Commission must accompany the
application. (This will be refunded to you by the
region upon successful completion of
certification.) - The mailing address is found within the
instructions on the application. - Application will request
- A list of conferences, levels, and number of
collegiate matches officiated. - A list of womens and mens USAV matches
- (list level of play and major tournaments)

17Candidates
- 3. Obtain the approval/signatures of the Regional
Referee Chair, Regional Commissioner, and
Regional Scorekeeper Chair on the appropriate
application form. - All interested candidates need to inform referee
chair immediately (Dec. 22) to be added to the
list of potential candidates. - All potential candidates will be screened by an
evaluation committee and informed of the selected
candidates.
18- 4. Demonstrate proficiency as a scorekeeper by
showing evidence of certification as a Regional,
Junior National, or National scorekeeper, or by
successfully completing the written scorekeeper
examination if no scorekeeper certification
program exists in the candidate's region.

20TOURNAMENTS
21What You Can Expect
Food It must be declared whether or not food will
be provided. If food is to be provided it must be
declared how it will be done. Food may be
provided in one of three ways -- A credit at the
facility concession stand of no less than 10 if
the concession stand has sandwiches/hot food --A
per diem of 10 per day included in the payment
made to the official --A hospitality room with
food if the room includes sandwiches/hot food It
must be declared whether or not officials will be
allowed to bring food to a site in a cooler or
otherwise. Both of these declarations will be
made at the time the tournament is sanctioned.
You will be notified ahead of time by lead ref
what to expect. Hotels For a one day tournament,
a referee will be provided with a hotel room on
the night before the tournament if they live 60
or more miles away. For a two day (or more)
tournament, a referee will be provided with a
hotel room on the night before competition and
night between competitions if they live more than
60 miles away.

is is the minimum recommended level of pay for
tournaments. -- Three game matches (3 to 25) are
paid at 1.5 times rate. -- Games for tie breakers
are paid at .5 the match rate. Filling in for
Teams missing reffing duties If a referee has to
fill in because a team doesnt have enough
qualified people to be a ref team they will be
paid. This money should be paid by the Region out
of the fines that are levied against the team
that does not have a sufficient number of
qualified members to perform its referee duties.
The tournament director (site director) and head
referee are responsible for reporting this
information. Receipt of Payment Officials should
be paid no later than two weeks after the
completion of the tournament.
