  management tools for accountability, transparency
  and constituency building

• Satisfactory (and fast) progress on coverage
  congratulations to all of us!
• Unsatisfactory (and very slow) progress on
  quality shame on all of us!
• One of the reasons for low quality nobody
  demands quality (no accountability)

• To demand quality, we need to define and measure
  quality (outputs and outcomes) and quality trends
• To measure quality (results) and trends, we need
  tools
• school report card is a tool

• All children in school (come stay), learning,
  being promoted, completing 11 grades in 11 years

• This simple definition calls for no more than 6
  quantitative indicators (or less)
• enrollment ratios (gross net)
• retention or survival rate
• learning levels
• promotion or repetition rate
• completion rate
• number of years to produce a graduate

  (weak!) regional association of parents
• SRC can be developed by ONGs or private companies
  India, USA, So. Africa
• Start! Learn by doing, improve by doing!
