Need for the IFF Context and origin
  • Extra 16 billion a year pledged at Monterrey
    Summit in 2002
  • but extra 50 billion a year needed to meet MDGs
    by 2015 (Zedillo)
  • Donors committed to 0.7 ODA/GNI
  • but fiscal pressures mean progress is too slow
  • MDGs will be missed, starting with the first
    target on gender equality in 2005

    intervention in immunisation on basis that it

  • - show that scaled up spending can be
    results-based
  • - deliver low transaction cost systems
    in-country
  • - demonstrate feasibility of financial model and
    allow donors to make long-term commitments
  • Detailed proposal and balance of programmes
