HUMAN SERVICES (HS)DECISION MAKERS
  • The Human Services Advisory Committee (HSAC) and
    Community Development Advisory Board (CDAB) will
    be combined. The new name has not been
    determined.
  • The Mayor appoints volunteer members to the newly
    formed body.
  • Appointees must represent specific sectors.
  • Members of this body will recommend funding to
    City Administration based on information provided
    by a City team of reviewers.

COMMUNITY DEVELOPMENT RESPONSIBILITIES
  • Administering City of Cincinnati grant programs
    for nonprofit human services providers. These are
    General Fund dollars. If your agency was
    previously funded with Community Development
    Block Grant (CDBG) funds for an operating
    contract, we encourage you to apply through this
    process.
  • Maintaining fiscal accountability for program
    services receiving human services support.

COMMUNITY DEVELOPMENT RESPONSIBILITIES
  • Negotiating, monitoring, and evaluating City
    human services contracts and developing program
    specifications for services that require bidding
    procedures (Request for Proposal).
  • Providing technical assistance to agencies and
    communities in developing the program scopes of
    services and outcomes that adequately meet the
    requirements of City policies and procedures for
    human services contracting.

COMMUNITY DEVELOPMENT RESPONSIBILITIES
  • Encouraging
  • a) agencies to participate in evaluating jointly
    funded programs
  • b) agencies to recognize and fill unmet needs
    and
  • c) communities with unmet needs to develop
    linkages with appropriate agencies.
  • Providing staff support for the newly formed
    HSAC/CDAB Citizen Advisory Committee.

  • Mental Retardation programs
  • Housing Rehabilitation and development programs

  • The provision of Parks and related services

HUMAN SERVICES (HS) PROCESSES
  • This meeting serves as notification of the Citys
    General Fund Request for Applications. Non-Profit
    agencies must submit
  • A complete Concept Paper that outlines the
    proposed program scope related to the Citys HS
    Priority areas and anticipated outcomes and
    impact in the community.
  • Proof of 501(c)(3) Status
  • A copy of the most recent Audit
  • Management letter

HUMAN SERVICES PROCESSES
  • Concept Papers will be reviewed and scored. All
    agencies will be notified no later than December
    19, 2008 of their qualification status via a
    letter which will also include specific details
    about continuous improvement related to the
    program concept and/or presentations of
    information.
  • Agencies that demonstrate alignment with the
    Citys Priority Areas AND that propose measurable
    outcomes will be requested to move forward with
    the full application (after the Concept phase).

FUNDING
  • GENERAL FUNDS
  • City funds generated from the tax base. These
    funds are used for operating contracts.
  • FUNDING LIMITS
  • The minimum amount an agency can request is
    25,000. No single agency may have more than two
    program initiatives funded, and no agency may be
    awarded more than 250,000. When two or more
    agencies are collaborating on an application, the
    new collaborative will be considered a distinct
    applicant.

APPLICATION
  • Information on the Application will incorporate
    components of the Common Grant Application
    designed by the Ohio Grantmakers Forum. Specific
    information required by the City will also be
    requested. This information will assist the City
    in formulating a comprehensive assessment of
    leveraged dollars and community impact which must
    be reported to City Council quarterly.

APPLICATION TIMELINE
  • Applications will be available on-line
    Friday, December 26, 2008. The deadline is
    Friday, January 23, 2009.
  • The contract term is April 1, 2009 through
    March 31, 2010.

MAPPING FUNDING STREAMS
  • This is not a change, but agencies must list all
    funding streams (current or potential) related to
    any program for which you are applying for City
    funds.
  • This is imperative in helping the City identify
    the various funding streams associated with City
    leverage and to maximize Human Services dollars.

PROCESS
  • Applications will be reviewed by a City team.
    Recommendations will be forwarded to the
    HSAC/CDAB for discussion and approval.
  • Teams with expertise in the Priority Areas will
    assist in Application reviews.
  • Each section of the Concept Paper and Application
    will be allocated a range of points that will be
    totaled and included in the ranking process.
  • Prior to recommendation to the HSAC/CDAB for
    2009-2010 funding, Site Visits will be scheduled
    ONLY for agencies not previously funded by the
    City.

APPEALS PROCESS
  • There is NO appeals process.
  • Agencies denied funding during the Concept phase
    or Application phase will receive a letter
    outlining reasons for denial along with
    suggestions for continuous improvement. The
    letter will be sent to the agency contact listed
    on the documents submitted.

CONTRACT EXTENSION
  • As a part of this transitional year, agencies
    currently funded will be eligible for an
    automatic extension only if the Concept Paper is
    approved. Agencies will receive 25 of the amount
    they were funded in 2007-2008. For example, if
    an agency received a 25,000 award for 2007-
    2008, it would receive 6,250 for the three-month
    extension period January 15, 2009 through March
    31, 2009.
