Building Dome Design - Timing
  • Dome will likely be Design-Build
  • Coordination with the building design will be
    tricky
  • Construction delivery method for Support
    Buildings
  • A.F. coating facility will be design-build
    contract. They feel it allows the contractor
    more creativity in dealing with the special site
    difficulties.
  • How soon to begin A/E contract
  • It has already been inconvenient not to have the
    availability of structural, civil electrical
    engineers
  • Get basic foundation design done soon by a
    separate A/E? especially for pier enclosure
  • How important or advantageous to have building
    design services by a Hawaiian A/E?
  • Better sensitivities regarding local culture and
    sense about the local construction industry
  • Better availability during construction
  • Better PR for EIS process

  • Summary of Comments from the Site Impact Review
    Meeting - Aug. 11-12, 05
  • Contracting strategy discussion Having a
    general contractor is preferred, but may have to
    divide up into multiple work packages to reduce
    cost and to allow early work start right after
    construction funding.
  • Advantages of having a local A/E may not be too
    compelling. Should probably keep RFP open to
    mainland firms like M3. Minimal M3 availability
    during Gemini construction was not a problem.
    Ability of Hawaiian firms to do competent
    observatory design may be in question. They do a
    lot of resorts, malls and other general
    commercial/institutional facilities. The key may
    be effective separation of the enclosure as a
    separate design and work package, keeping the SO
    Building pretty much a standard industrial
    building.
  • Oversight of design and on-site inspection will
    not be by any local jurisdiction. Note Gemini
    opted for inspection by Hilo Building Dept., but
    so far Maui authorities have not expressed any
    such willingness. Insurance carrier may offer
    some plan review service maybe not extensive
    enough.
  • Safety officer should be on site during all
    construction activities. Not a contractors
    person but a project person. Response from below
    (Kula) will not be prompt (as much as 2 hours?!).
    Consider having EMT trained (off-duty firemen)
    on site. Look into Hawaii OSHA requirements.
    Thorough safety plans are critical.
  • Schedule for earthwork may be longer than
    necessary. Gemini did all earth concrete work
    in 6 mos. Working 7 days/week. Our schedule
    assumes 5-days a week with extra 2 days as
    contingency or unavoidable delay. IfA has
    several people Bret Simison David Hefner
    knowledgeable about construction logistics at HO.
    We should meet with them soon.
  • PS-1 project is currently (during nesting season)
    doing major earthwork with only monitoring of
    burrows required. Impact of other environmental
    mitigations is generally not too burdensome.
    Steam cleaning only for vehicles that go
    off-road, morning prayers quick and not forced on
    anyone, sensitvity training for workers not
    drivers, instructions and corrections by site
    monitor fairly reasonable and minimal, etc.
  • Trucking route from Kahului dock to HO should be
    checked out in full. Expected to be okay except
    maybe at ranger shack. Drop-off/staging/storage
    area at Kula facilities will be ample at HO
    very limited. Alternate route around back of AF
    is not possible. Main HO road can be blocked for
    hours (not days) at a time.
  • No Gemini contractors were union (not even San
    Juan). Davis Bacon wages basically imposes the
    same premium labor cost anyway.
