  • expand geographic reach,
  • create new ways to differentiate themselves,
  • member to member business network

5
Mission
  • Promote the growth and global competitiveness of
the San Diego Defense and space Technology
industry by creating innovative alliances between
    industry, government, and academia.

6
Consortium Goals
  • Help small and mid-sized technology companies
gain access to large Department of Defense
research and development contracts through the
    creation of multi-company, integrated product
    teams.

7
Consortium Goals
  • Deliver superior value and innovation to
Department of Defense program sponsors by
leveraging the combined resources of industry,
    government and academia.

8
Consortium Goals
  • Ensure continued public awareness of the defense
and space industrys contribution to the San
Diego regional economy through an effective
public policy, advocacy program at the local,
    state and federal level.

9
Consortium Goals
  • Maintain and enhance the regions standing as a
global center of technology excellence through
collaboration with other San Diego technology
    clusters.

10
San Diego DEFCOMM
  • Conceptual phase of the Consortium began quietly
    in 1997.
  • Several local technology companies joined forces
to capture increased market share in the
    satellite communications arena.

11
San Diego DEFCOMM
  • Resulted in a world-class technology facility
    housing a 150 million project.
  • A non-profit corporation that advances the
business needs of the local defense and space
    technology industry immerged.

12
San Diego DEFCOMM
  • The Consortium is designed to respond to the
transforming needs of Department of Defense.
  • The Consortium is also designed around companies
that want to help each other achieve greater
    success.
  • If you want to succeed make sure everyone around
    you succeeds too!

13
San Diego DEFCOMM
  • Armed services must be provided with modern, high
performance weapons and defense systems in
  • less time
  • lower cost
  • with higher performance than ever before.

14
San Diego DEFCOMM
  • The Consortium is able to deliver superior value
to Department of Defense program sponsors.
  • Tapping into the agility and innovation of
    commercial technology companies
  • Large Small
  • Forming integrated product teams

15
San Diego DEFCOMM
  • Strong focus on improving opportunities for San
    Diego defense and space companies.
  • Providing advocacy services for the specific
needs of the San Diego defense and space
technology industry is a key role of the
    Consortium.

16
San Diego DEFCOMM
  • Working collaboratively with a vast network of
public agencies and partner organizations, the
Consortium becomes a voice for critical decisions
relating to local legislation and public policy
    decisions before they are made.

17
San Diego DEFCOMM
  • Under the Consortiums umbrella virtual
corporations are structured from the combined
resources of small and mid-sized companies
teaming with larger corporations and universities
to compete for and win major defense and federal
    research and development contracts.

18
San Diego DEFCOMM
  • The Consortium is at the forefront of local
    workforce development reform through its
leadership role in regional efforts aimed at
bringing the educational system, K-12 through
community colleges and universities, into better
alignment with the needs of industry.

19
Engineering Production Board (EPB)
  • Facilitate efforts to penetrate the public and
    private sector
  • Provide technical and management support
  • Collect and disseminate information regarding
    business opportunities and new projects.
  • The EPB serves as the resource-sharing center
for the active members which in turn allows them
to offer an array of products and services to the
    end client.

20
Engineering Pipe-Line Projects
  • Biological Homeland Security
  • Problem solved - Detect, mitigate and respond to
    biological-related incidents through enhanced
biological detection capabilities and fusion of
    medical surveillance systems, wide-area
    environmental sensors and communication systems
    integration. For example Medical Surveillance
with the ability to monitor the advent of disease
symptoms within a population base prior to onset
    of severe symptoms.
  • Project Lead CSC Steve Mroczek and Judi Graham
    (East Coast Tim Sheahan)
  • Brief Overview The Chemical biological urban
monitoring system will have three parts
    situational awareness, incident analysis, and
    problem remediation.

21
Engineering Pipe-Line Projects
  • ECEDC/CSA Cross Industry High Technology
    Resource
  • Problem Solved Improving Military environment
and todays homeland security arena, with
understanding that space technology is a critical
component. Provide real time information to
government and private sector contractors for
    Californias statewide high technology companies
    as well as their suppliers.
  • Project Lead East County EDC Deanna Weeks

22
Engineering Pipe-Line Projects
  • ECEDC/CSA California Space Authority recent
    study confirms
  • California accounts for 50 of national space
    revenues and jobs
  • California accounts for 80 of national satellite
    manufacturing
  • California accounts for 40 of national ground
    equipment manufacturing.
  • Project Lead East County EDC Deanna Weeks

23
Engineering Pipe-Line Projects
  • FxView
  • Problem Solved Collaboration-based FxView would
allow many new capabilities previously not
possible with the older hardware and operating
system. FxView allows Field handheld device to
take the control center to the field
    environment.
  • Project Lead GeoDyn Lynnea Greip

24
Engineering Pipe-Line Projects
  • Marine Corp- NMCI Transition Strategy Project
  • Problem Solved The Navy Marine Corp having
difficulty in implementing new Navy/Marine Corps
    Internet Application.
  • Project Lead Marlin Alliance, Inc.

25
Engineering Pipe-Line Projects
  • TACOM Tank and Automotive Armaments Command
  • Problem Solved Non gasoline and oil dependant
    environmentally sensible alternative that can
reduce air pollution and counter the threat of
global warming. Hydrogen and Fuel Cell Propulsion
Technologies produce no harmful emissions. Water
is the only by-product produced when hydrogen
fuel is used to power a vehicle.
  • Project Lead ISE Research Michael Simon.

26
Engineering Projects
  • Joint Integrated SATCOM Technology (JIST)
  • Project Overview Each primary Military Satellite
    Communications constellation has unique planning
and management systems developed by different
    contractors with different requirements, system
    architectures and responsibilities. JIST
    Integrates Automates these disparate systems,
    providing integrated communications planning
management, control, and development. JIST also
provides a situational awareness planning tool.

32
Congressional Endorsements
  • It is my understanding that the engineering and
production capabilities that hybrid drive systems
offer are exceptional benefits to vehicles, such
as the High Mobility Artillery Rocket System that
requires extensive power even when the vehicle is
    not moving.
