National TrendsOver the Past Decade
  • Eight states improved substantially in
    Preparation as well as in Participation.
  • Thirty-six states, including Wyoming, improved
    substantially in Preparation but failed to
    improve in Participation.
  • Almost all states, including Wyoming, have lost
    ground in Affordability.
