critical equipment and assets - Achieve timely response and recovery
- Develop and execute a training and exercise
program for validation

- Be realistic and doable
- Utilize an all-hazards approach

- Provide operational capability of essential
functions within 12 hours after activation

- Normal lines of direction and control will be
disrupted - Normal operations will be disrupted for a limited
time or until reconstitution is complete - Normal security arrangements will be disrupted
- Normal communications links and methods will be

- Period of uncertainty about what is happening,
how bad it is, and what you should do to protect
yourself and your loved ones - You may feel unsure of your job security
- Concern over financial well-being

- Key Components
- Personnel accountability procedures
- Information dissemination plan (including call-in
number for employees) - Assistance in developing family emergency plans
- Information about services at or near the
alternate site
15Developing a Family Emergency Plan
- At a minimum, the family emergency plan should
include - Contact and communication information
- An immediate emergency checklist that includes
medical, financial, and legal information. - Essentials for at least 72 hours.

- Designate a COOP Planning Coordinator
- Develop, approve, and maintain COOP plan which
includes decision process for determining when to
activate plan - Perform threat assessment
- Build a team to include senior management, a COOP
Program Manager, COOP Planners, Emergency
Relocation Personnel, and staff-at-large
17Pandemic Influenza Considerations
- Prior warning not a given
- Sustainable for 180 days
- Leadership, confidence in Government of paramount
importance - Security of supplies and supply routes (food,
medicines, vaccines, medical supplies, and
essentials)

- Plan for a minimum of 30 absentee rate
- Recognize substantial public and mental health
considerations
