BACKGROUND
  • In 2003, Telecom Services Kiribati Ltd (TSKL),
    fully owned government company was given the
    mandate by the government to run the ccTLD
    service and be the manager
  • In February 2005 the Telecommunications Acts was
    amended, a regulatory body is formed called
    Telecommunications Authority of Kiribati (TAK).
    It was given the mandate by law to manage the
    state resources, one of which is the country code
    TLD (KI).
  • Starting from 1 July 2005, TAK was started
    managing TLD under the current legislation and be
    the current manager for ccTLD (KI)

CURRENT REGISTRATION POLICIES
  • Our current policies are in line with the ICANN
    on Uniform Domain Name Dispute Resolution Policy.
  • Starting from July 1st, we will shift to adopt
    the Council of Country Code Administrators
    (CoCCA). This is due to migration from the
    current system to their system.

DOMAIN STRUCTURE
  • Currently, we sell domain names at the top and
    second levels.
  • For TLD - .ki
  • For Second Level biz.ki com.ki edu.ki
    info.ki net.ki org.ki, and gov.ki
  • When we adopt the new system additional second
    level would be included like mobile.ki,

  • Current System
  • Hardware Servers Proliant HP, cisco routers
  • Software Operating system is - Mandriva LINUX
    Registry software is a non Shared Registry
    Software

  • New System (Software)
  • CoCCA software an EPP compatible shared
    registry system written and maintained by CoCCA
    members. Source code is free for CoCCA members
  • Has two modules an EPP shared registry and a
    basic registrar system
  • Uses the postqres database (http//www.postqresql.
    org)

  • Uses the Resin Java Application Server
    (http//www.caucho.com)
  • TLD name servers used BIND and run on FreeBSD
  • The Registrar module uses the database driven
    powerDNS system (http//www.powerdns.com) and no
    zone generation required
  • Centos Test environment and FreeBSD for
    nameservers

  • New System
  • Run it on Apple G5X serve rack mount servers.
  • Run OTE (test environment) on Intel boxes running
    on Centos
  • Run nameservers on intel boxes with FreeBSD
  • Network Operation Centre (NOC) 10mb link 1.5
    racks at a tier- 1 carrier with bio-metric 24/7
    access racks in Sydney AU

  • ¼ rack with a TLD DNS server and a mirror of the
    software (disaster recovery) in Seattle
    Washington.
  • Use cisco routers and sonicwall firewalls
  • Each member encouraged to maintain a local mirror
    server Intel box for data escrow and disaster
    recovery

STAFFING AND RELEVANT REGULATORY BODIES
  • Staffing Currently, only 1 staff looks after the
    daily management of the ccTLD Manager
    Engineering. For maintenance it is the
    responsibility of the host TSKL
  • New System For maintenance it is the
    responsibility of the ccTLD Manager and CoCCA
    members who maintained the servers at the NOC in
    Sydney

  • RELEVANT REGULATORY BODIES
  • Currently, Telecommunications Authority of
    Kiribati (TAK) which the regulator for the
    Telecommunications Sector in Kiribati, which is
    also the manager of the ccTLD for Kiribati is the
    only regulatory body under the current
    legislation

FEE STRUCTURE / FUNDING MODEL
  • Currently TLD .ki annual and renewal fee is
    AUD1000
  • Second Level Domains AUD150 annual and renewal
    fee.
  • All proceeds from TLD and Second Level Domains go
    to the Telecom Development Fund. This fund is
    solely for the development of the
    Telecommunications infrastructure in Kiribati.

FUTURE PLANS
  • To completely cut over from the current operator
    which is TSKL by the end of June and start with
    new system 1 July 2006
  • To make policies that are in line with the law of
    Kiribati, the uniform domain name dispute
    resolution of ICANN and current best practices by
    other ccTLD operators

FUTURE PLANS
  • To review the annual fee and renewal fee to
    attract more customers
  • Will allow other accredited registrars to sell
    domain names for ki
  • Recruit more staff if the need arise in relation
    to the service.
  • To continue abreast our staff with the
    development in the operation of the service by
    sending them to workshops or trainings like this
    one.
