4UNDP-Global Fund Partnership
- Began in late 2002 with the signing of Principal
Recipient (PR) agreement in Haiti. - In December 2003, UNDP and the Global Fund signed
a corporate agreement in the form of Letters of
Exchange. This agreement outlined 2 key roles for
UNDP - Capacity building support to PRs and other local
implementing partners (Sub Recipients) - Principal Recipient in exceptional circumstances
in countries with weak national capacities or in
donor constrained countries. In donor-constrained
countries, it is expected that UNDP will remain
PR for the life of the Global Fund grants (e.g.
Myanmar, Zimbabwe, Togo, Iran, Cuba, Sudan,
Belarus etc.)
5UNDP is currently Principal Recipient in 26
countries managing 65 active grants (18.3 of GF
resources) totalling approximately US 576
million for Phase 1 as well as Phase II renewal
grants to date.

7UNDP Support Structure for the Partnership
- The Executive Team comprised of Deputy Directors
of the regional, management and policy bureaus,
set up a Steering Committee to oversee the Global
Fund partnership. The Associate Administrator
serves as the Chair of the Steering Committee. - UNDP-HQ coordinates the overall partnership with
seven staff to provide support to implementation
of Global Fund grants - Direct Country Support and Capacity development
Support for non PR countries - Investment in adapting Atlas financial system
specific to Global Fund performance-based funding
requirements for enhanced monitoring - Provision of training on overall grant
management, PSM, and Atlas - Global Fund Tool Kit for UNDP Country Offices
Operational Manual, templates, License Trademark
agreement and standard amendment for Phase II

Principal Recipient

- Terms of Agreement
- The PR has overall responsibility for management
and implementation as well as achievements of
results - UNDP CO manages all funds of the PR and disburses
the funds at the request of the PR - When providing support, UNDP to ensure that the
capacity of the PR is strengthened - Scope of Support Services Provided
- The support services agreed with the PR include
general HR support, limited financial services
(e.g. budget planning and reporting payments),

- The Republican AIDS Centre as the Principal
Recipient (PR) - Letter of agreement was signed between the UNDP
and PR in September 2004 for one year, and was
extended to November 2006 - The agreement outlines support to be provided by
UNDP in implementation of the Project. UNDP rules
and regulations are applied in all areas - 28 Tripartite MOUs were signed between the
Republican AIDS Centre, UNDP and NGOs

- Conclusion
- UNDP can play an important partner to the
government and civil society during
implementation of Global Fund grants leveraging
on UNDPs knowledge and experience through
capacity building and provision of technical
assistance. - Current support to PR arrangement (e.g.
Kyrgyzstan and Uzbekistan) ensures national
ownership and effective grant implementation.
