work together. - The FT will be trained in critical finance
functions, including CVS, disbursing, and MIL Pay
(RC) - The FT will be led by a SGT/SSG, empowered to

31Fiscal FormationDEFINITION
The Fiscal Formation (F2) is a triad force
comprised of contracting, resource management,
and finance capabilities, with the mission to
provide the delta (difference) between what the
Army supply channels provide and what is needed
for shaping, decisive, and sustaining operations
for engaged formations.
32Fiscal FormationConcept (1 OF 3)

PROCUREMENT SUPPORT
33Fiscal Formation (F2) Concept (2 of 3)
- Currently a local initiative on Fort Hood
- Provides the logistics delta on the battlefield
- Creates and solidifies synergy between the triad
of finance, resource management, and contracting - Heightens the awareness among III Corps
commanders of F2s contributions to the fight - Serves as a combat multiplier to warrior and
sustainer alike - In the future, will join resource management in
replacing MILPAY as the Finance Corps main core
competencies
34Fiscal Formation (F2) Concept (3 of 3)
- F2 is not a separate entity
- F2 does not require additional personnel or
equipment - F2 does not imply or require command and control
relationships between Finance, RM, or Contracting
organizations - F2 does not require change to doctrine
35F2 Implementation Plan
- Began initial coordination with RM, Contracting,
and COSCOM in Sept 01 - Signed memo b/n RM, Contracting, 13th FG
- F2 exercised in DCXII in Oct 01
- F2 conference with AOs from RM, Contracting, G4,
and G5 in mid Dec
36F2 Implementation Plan
- Integrated F2 into EFWX RU and EFWX (25 Jan 4
Mar) - Coordinated with Contracting, RM, G4, and G5
- Developed MESL play for procurement
- Create F2 cell within 13 FG CP
- Integrated actual play into the EWFX scenario
- Integrate F2 in NTC rotations
- Working with 230th FB, 4ID RM, and Corps
Contracting - Requires restriction of IMPAC use and close
coordination with DFAS IN - Positive acceptance by CGs of III Corps, 1CD,
4ID, and 13th COSCOM
37Future Of The F2
- F2 fully integrated in III Corps major exercises
and deployments - Continue to market F2 through command briefs and
articles - Dovetails with the FIRM concept as the natural
core competency for the future Finance Objective
