FT Concept (ENDSTATE)
13th Finance Groups battalions comprised of
Finance Teams that are effectively manned,
lightly but potently equipped, realistically
trained, and dynamically led supporting III Corps
soldiers, formations, and AORs.

Mission Statement
Provide critical go to war deployment training
for 13th FG soldiers using the Phantom Finance
Warrior Center (PFWC) as a primary training
enabler relevant to war-winning readiness

Phantom Finance Warrior Center Objective
To develop the most effective finance formations
in the world lean, deployable, highly trained,
and ready to face uncertainty at all times to
support the Phantom Warriors of III Corps and any
other units as directed. The Objective Group
will possess the ability to provide world-class
finance support any time, any place, under any
conditions, with a minimal footprint. It will be
a multifunctional and relevant force in service
to the Corps, the Army, and the Department of
Defense.

Phantom Finance Warrior Center Principles
  • We are soldiers first. Warriors with expertise
    in finance operations.
  • The bedrock of the Objective Group will be the
    Finance Team (FT).
  • The FT, as the building block of our structure,
    will live, train, eat, conduct PT, maintain, and
    work together.
  • The FT will be trained in critical finance
    functions, including CVS, disbursing, and MIL Pay
    (RC)
  • The FT will be led by a SGT/SSG, empowered to
    make decisions without fear of reprisal.

Phantom Finance Warrior Center Concept
  • The 13th FG will provide standing cadre for the
    PFWC.
  • The PFWCs initial focus will be on technical
    training.
  • PFWC standards will be high. Individuals and
    teams will be certified through a rigorous
    certification exercise at the end of the training
    program.
  • Certification of an FT will be conferred in a
    formal ceremony.
  • Once certified the FT will be ready to deploy.

Phantom Finance Warrior Center Endstate
All subordinate units of the Objective Group will
have gone through the PFWC. The PFWC will be the
finance testing ground for the Group, spanning
all components (AD, USAR, ARNG). The PFWC will
be the premier location for a finance soldier,
team, detachment, or unit to prove its mettlein
the Finance Crucible.

The Fiscal Formation (F2) is a triad force
comprised of contracting, resource management,
and finance capabilities, with the mission to
provide the delta (difference) between what the
Army supply channels provide and what is needed
for shaping, decisive, and sustaining operations
for engaged formations.
