Situation before the accident (I.)
  • Terrorist attacks all around Europe cause
    destabilisation in the South Eastern Europe
  • Also the Republic of Slovenia receives a threat
    about a potential terrorist attack
  • The existence of information about the planned
    terrorist attack on the infrastructural and
    nuclear object in the Republic of Slovenia
    (Nuclear Power Plant Krko, Port Koper,
    Airport)
  • The Police of the Republic of Slovenia have
    increased the control at the borders security
    inspection in all important objects is increased

Condition before the accident (II.)
  • The Slovenian Intelligence Security Agency and
    the Ministry of Foreign Affairs hold a reliable
    peace of information that a group of people,
    suspected to plan a terrorist attack, has entered
    the territory of the Republic of Slovenia
  • The Slovenian Police are exchanging information
    and acquiring data with police forces in other
    countries
  • The information that a large amount of explosive
    and radioactive means were smuggled into the
    territory of the Republic of Slovenia is
    received
  • The control at the borders is additionally
    increased and the Police start searching for the
    terrorists in the area of the Republic of
    Slovenia

  • A small air plane was hijacked at one of the
    minor airports in the Republic of Slovenia
  • The plane which in not identified flies in the
    direction of the Brnik Airport
  • Slovenian Armed Forces are attempting to
    intercept the hijacked plane, the action is
    unsuccessful
  • The plane hits into the passenger terminal of the
    Airport Brnik where a major group of people is
    waiting for the arrival of the plane with
    sportsmen
  • An explosion that is followed by a heavy fire
    takes place

  • Consequences of the attack
  • a major part of the passenger terminal is
    destroyed
  • the fire is spreading rapidly to other objects at
    the airport
  • the survivors are leaving the scene of the
    accident in panic
  • there were around 1,500 persons in the passenger
    terminal at the time of the attack and it is
    assumed that many people are injured or dead

    restaurant at the airport

    mechanisms
  • CBR Civil Protection and Army units determine an
    extraordinary increase of radiological radiation

Situation Report
  • The major part of the airport building is ruined

  • Terrorists have not been identified and there are
    no further threats
  • 60 people are reported dead, more than 250 people
    are wounded, mostly burned around 150 people
    have heavy burns
  • Some of the injured have symptoms that indicate
    the radiation illness
  • The fire is not extinguished yet
