    the project schedule.

Cost Estimating
  • Construction costs have continued to escalate
about 8 per year for the past 3 years. Current
estimate is based on 150/SF for the new
    addition.
  • Project soft costs (administrative costs) are
calculated at 21 which is typical and includes
architect engineering fees, contingency at 6,
    FFE equipment, financing, inspection agency,
    permits.
  • It is common for the spread between low and high
    bidders to exceed 10.
  • The smaller the project, there is less economy of
    scale.

49
Cost Estimating
  • Because of the necessity to bid the elementary
school separately, it is possible there could be
    (3) different General Contractors.
  • Several alternate bids will allow for some budget
    flexibility.

50
Cost Estimate
  • Elementary School
  • Building, HVAC improvements, site
    work. 3,835,160
  • Soft/Administrative Costs _at_ 21

    90,000
  • Total 510,000
  • Combined Construction Total 5,937,760
  • Project Total 7,185,000

52
Construction Contingency
  • How much construction contingency will be spent?
  • Industry Change Orders averages are 2-4 of
    construction costs.
  • Utilities, subsurface conditions, renovation
    discoveries, product systems scope, contract
    complexities vary.
  • Prudent to carry 6 minimum construction
contingency with a goal to use only half or
    180K.
  • There will be change orders. Our advice is to
handle them as budgeted, business decisions.

53
Funding Scenario
  • Bond funding previously arranged.
  • Districts financial consultant is Les Bear of
    Ferris, Baker, Watts, Inc.
  • PDE PlanCon pages D02 D03 show estimated costs
    financing.
