- Refurbish the black rubber roof with a white
coating. - Control joints will be installed in the 2nd floor
(EIFS) exterior finish. - If emergency generator is not large enough,
relocate it to CARP Field. - Contractor trailers proposed for SW area next to
loading dock.

(4) data drops at student workstation counter.

- Mailboxes are relocated and expanded, and
accessible from the secretaries. - Health includes a student waiting room, HCP
toilet, exam room, 3 cots, and Nurse office with
a window and good visibility.
- Admin/Health revised layout includes the security
vestibule. - Secretarial space is larger.
- Private offices are larger.
- A supply closet is next to conference.
16Elementary School Security
- (5) exterior doors will use identimetrics
fingerprint identification technology --- 1 at
north door, 1 at main east entrance, 2 new
vestibule doors to playgrounds, 1 at loading
dock. - Intrusion locks will be added to all academic
rooms.
- Visitor security vestibule, security glass pass
thru to secretary, must be buzzed in.
17Site Engineering - Goals
- New bus circulation loop with right-side
drop-off. - Separate parent circulation loop with right-side
drop-off. - Existing pre-K play relocated to be
adjacent/south of the new addition. - Elementary play equipment will be
relocated west of the parent drop-off
driveway. - A 4 fence will separate the sidewalk/drive
from the play area.

- (3) test borings were completed at the Elementary
School, (4) at CARP field, and (1) at the High
School Cafeteria. - Standard spread footings and shallow foundations
for all locations. - Adequate bearing was found, with water below 8
at CARP. - No rock was encountered in the borings.
- Controlled fill will be needed to support the
elementary addition floor slab.

- Existing 2-pipe heating system will remain and 2
additional pipes will be added for air
conditioning system throughout. - Replace all unit ventilators at existing
classrooms. - Second floor AC discussion has concluded
that new unit vents with AC, ATC
controls, and EPDM recoating with
white surface will be effective and
the most economical method to renovate
the 2nd floor HVAC system.

8/17/07. - Borough will forward the plans to the County.
- Anticipate Borough Zoning permit/County LD
approval of the Preliminary Plan by 10/31/07. - Submit ES plans/NPDES permit to Potter County
Conservation District (PCCD) on 8/24/07.
Anticipate ES approval/NPDES permit by 11/16/07. - CARP Field same schedule as Elementary.
- High School same LD submission date, requires
only a letter.
28Building Codes
- Statewide code is UBC/IBC 2006.
- Noncombustible construction masonry, steel,
metal stud, framing. - New addition fire zone is small enough to not
require sprinklers.
29Project Manual Overview
- A 90 draft of Volume I was presented at 7/17/07
meeting. - Front-end general conditions are based on AIA
documents and were reviewed by several other
School District solicitors --- Northern Potter
Gym, Hershey High School classrooms, and the
Wellsboro High School renovation. - Project General Conditions are based on AIA
Document A201-1997 and place the General
Contractor as the lead contractor in charge of
the project schedule.
30Project Manual Overview
- Project Manual Volume 2 will contain the HVAC,
plumbing, and electrical specifications. - Owner designates a project representative who can
be called Clerk of the Works. - Several alternates for bid flexibility new
lighting in existing elementary school,
new flooring at cafeteria, and install ½
of WC fixtures at CARP field for a
practical number.
31PDE PlanCon Status
- No Act 34 Public Hearing is required because the
addition is less than 20 of the existing
building footprint. - The 20-year project clock started October 1987.
Signing new contracts in November 2007 is
acceptable. - PDE PlanCon A, Project Feasibility, submitted in
Spring. - PDE PlanCon Part B, Design Development, held
7/25/07. - Reviewer expects this to be a routine project.

Board approval requested now. - PlanCon Part E Design Development, Board approval

seniors. - Reconfigure kitchen to provide a food court.
- The Districts Kitchen Consultant, Daryl Georger,
HRI Supply Design, was on site 7/11/07 and is
very enthusiastic about providing the revised
food court equipment layout. - The masonry walls and design appearance matches
the existing High School. - Replacement of the HS cafeteria flooring can be
an alternate bid.

- Construction costs have continued to escalate
about 8 per year for the past 3 years. Current
estimate is based on 150/SF for the new
addition. - Project soft costs (administrative costs) are
calculated at 21 which is typical and includes
architect engineering fees, contingency at 6,
FFE equipment, financing, inspection agency,
permits. - It is common for the spread between low and high
bidders to exceed 10. - The smaller the project, there is less economy of
scale.

- How much construction contingency will be spent?
- Industry Change Orders averages are 2-4 of
construction costs. - Utilities, subsurface conditions, renovation
discoveries, product systems scope, contract
complexities vary. - Prudent to carry 6 minimum construction
contingency with a goal to use only half or
180K. - There will be change orders. Our advice is to
handle them as budgeted, business decisions.
