How we used the ACS Seed Grant
  • As it was required on NY University NACC has
    provided the following 3 possible
  • projects for ACS Seed Grant
  • Conduction of Postgraduate Training Courses on
    Modern Methods of Cancer Epidemiological Research
    and Medical Statistics at Georgian Cancer Centers
    (Project Granted Soros Foundation),
  • Editorial Project on Professionals and Public
    Education, considering the publishing of
    appropriate materials,
  • Creation of Caucasian Union Against Cancer
    (UCCC) its Integration with UICC

How we used the ACS Seed Grant
  • At the time when the grant was received, NACC was
    organizing the training courses in 6 Georgian
    cities according to first project
  • Conduction of Postgraduate Training Courses on
    Modern Methods of Cancer Epidemiological Research
    and Medical Statistics at Georgian Cancer
    Centers

How we used the ACS Seed Grant The mentioned
grant was not considering the purchase of
equipment, so, in order to raise the
effectiveness of lectures and the quality of
presentations, we decided to buy the video
projector and Laptop computer

  • We are successfully using the equipment in every
    event concerned with education

    cancer screening and prevention is not adequately
    presented in Georgian medical universities, NACC
    members are voluntarily giving the lectures for
    the students on these issues

    standards according to preliminary agreement with
    Ministry of Health. Now we are conducting the
    training courses for the regional oncologists to
    facilitate the implementation of standards in
    clinical practice

    conferences and on-line trainings for education
    of population also for students, residents and
    doctors working in primary health

  • So, in every above-mentioned NACC activities
    where the equipment was used, ACS became the
    cost-sharer. Besides choosing the first project,
    we somehow contributed in realization of other 2
    projects too, particularly as it was already
    noted we conducted the educational activity using
    these equipment, as for UCCC, for Impulsion the
    Cancer Control Activity in Caucasus NACC
    transmitted the presentation equipment to UCCC

The one of the NACC initiatives, particularly
creation of Caucasian cancer control NGO was
presented on NY ACSU, which was supported by
participants and ACS officials

Caucasus, which geographically consists the
regions south and north beyond the Caucasian
Crest and is situated between the Black and
Caspian Seas, represents the unique entire
ecological body. The ecosystems of Caucasian
countries are significantly interacted and
dependent on each other and what is most
important the cancer fight issues are very
similar.

Consequently, in order to coordinate the joint
cancer control efforts in the region the
Caucasian Union Against Cancer was organized on
May 7, 2001 in Tbilisi (Caucasian Union Contra
la Cancer - UCCC)

The aims of the Union are concerned with working
out of policy, strategy and tactic of scientific-
and practical activities of cancer fight, which
considers the organizational, methodological,
scientific, preventive, educational, editorial,
projective- and constructive, legislative and
mediator activities

Also, the one of the aims of UCCC is the
integration in UICC and work out of general
cancer control strategy and advocacy in region
according to UICC recommendations

The Declaration of UCCC Creation was performed on
II Congress of Oncologists of South Caucasus
States held on May 18, 2001 in Baki, Azerbaijan

The first project of newly established UCCC was
conducted with pharmaceutical company Pharmacia
Upjohn, the main distributor of anti-nicotine
medication and consisted the TV advertisement of
tobacco withdrawal drug Nicorette

    "Georgian Legislation on Advertisement", adopted
    by the parliament on February 18, 2001 the VII-TH
    Item of the VIII-TH Chapter was supposed to
    become active since January 1, 2002, prohibiting
    the
  • Advertisement of Strong Alcoholic Drinks and
    Tobacco Products Through the Radio and TV,
    Newspapers and Journal's Covers

  • In December 2001 the media means started the
    presentation of considerations of the
    politicians, and among of them some PM's, that
    the
  • state economy would suffer when the mentioned
    Chapter becomes active,
  • which made NACC and UCCC to make the joint
    Announcement on possible blocking of the law in
    December-January

  • Unfortunately, indeed the intensive dissemination
    of different politicians considerations against
    the prohibition of strong alcoholic drinks and
    tobacco products advertisement
  • was started in the media.
  • This campaign reached the pick on December 14,
    when all TV channel's information programs during
    the whole day were dedicated to present this
  • problem to public at large,
  • considering only their particular interests,
  • that the
  • freedom of the word, media and it's development
    is under the risk, foreign investments could be
    lessen and etc

  • UCCC and NACC were not able to stay in passive
    position concerning that fact and due to their
    advocacy policy they made it possible
  • to present their position
  • on the Committee Meeting of the parliament.
  • Before the Parliament meeting, NACC/UCCC started
    the
  • collection of signatures of those medical profile
    NGOs,
  • who shared our position

  • Later, NACC/UCCC President
  • Vasil Tkeshelashvili have presented to the
    Parliament the advertisement ban demand of
    medical profile NGOs, which was sent to
  • Head of Parliament, Heads of Committees
  • and Parliament fractions.
  • Vasil Tkeshelashvili was refused to attend the
    Parliament session. But protest materials were
    copied and distributed through all Parliament
    Members.
  • Also the meeting with Head of Economy Committee
  • Mr. Ivane Merabishvili was organized, who was
    presenting this issue on the Parliament session

  • Talking with Mr. Merabishvili, it was found that,
    the Parliament Decision project "on changes in
    advertisement Georgian legislation"
  • was already prepared,
  • according to which, the advertisement of strong
    alcoholic drinks and tobacco through the media
    was supposed to be allowed till January 1, 2005.
  • Motivation Advertisement ban could be somehow
    accepted as administrative
  • interfering mechanism in media activities
  • and restriction of its freedom

  • As the result of the meeting, the final
    compromise agreement was reached Considering the
    fact, that it is impossible to postpone the
    Parliament Decision Project, advertisement would
    be continued no longer than 1 year (January 1,
    2003)
  • and during this period the law on
  • "Tobacco Control" should be prepared,
  • prohibiting all types of tobacco products
    advertisement

  • Debates on this issue were having place on
    Parliament sessions
  • during 2 days (20-21.12.01).
  • Finally, Parliament
  • allowed the strong alcoholic drinks and tobacco
    advertisement through the media
  • till April 1, 2003, with 122 Parliament Members
    voices against 25

  • Later in January,
  • Georgian Tax-Payers Union
  • supported the tobacco producing and importer
    companies on postponing by 2 years the Minister
    of Health Order 310/N from August 16, 2001 on
  • Control of Limited Accepted Content Levels of
  • Toxic Substances, Nicotine and Tar in
  • Tobacco Product and it's Smoke
  • (The new normative was supposed to be put in
    operation since January 1, 2002) and in order of
    national tobacco manufacturers assistance has
    made the
  • critical announcements via all media means

  • The urgent meeting of Medical NGOs was held
    concerning the position of Georgian Tax-Payers
    Union, where the Open Announcement was received,
    sent on February 4, along with the American
    Cancer Society Chief executive Officer - Mr. John
    Seffrin's Support letter to President Eduard
    Shevardnadze, Head of Parliament and State
    Minister

  • According to preliminary agreement of Tax-Payers
    Union with governmental officials,
  • the lasts agreed to postpone the Order by 2
    years, but due to Alliance activity they changed
    decision
  • and the order
  • Would be postponed by 1 year

  • Conducting the above-mentioned advocacy we were
    opposing very strong lobby from government,
    tobacco companies, businessmen and media, but it
    should be mentioned that we were very much
    encouraged and inspired by Mr. Seffrins Support
    letter, which made significant influence on
    decision makers

mentioned advocacy we realized that this campaign
became more effective when we joined around us
other interested NGOs. As a result due to NACC
initiative the medical and non-medical NGOs Union
- Health Promotion Alliance was established on
February 7, 2002

  • Recently, the Alliance presented to the Horizonti
    Foundation the project Tobacco Control Support
    in Georgia
  • due to Coalition Efforts.The coalition
    activities in the borders of the mentioned grant
    would be carried out by 23 organizations among
    the
  • 32 Alliance member NGOs

  • Besides, the Public Health Department of Ministry
    of Health is cooperating with NACC in field of
    public education and prevention
  • Doctors Post-Diploma Study Academy in field of
    doctors education
  • NACC is jointly conducting some projects with
    National Cancer Center

  • Framework Convention of Tobacco Control (FCTC)
    project of World Health Organization was held in
    Moscow on September 28-29, where

  • Vasil Tkeshelashvili presented
  • to FCTC group NACC suggestion on
  • Accepting of Taxes on Tobacco Related Diseases,
    Disability and Early Death Risk. Particularly, we
    think that, by the
  • liberal 1 tax on tobacco related diseases,
    disability and early death risk, the Tax system
    reform (without the change of tobacco product
    realization price) would create new source of
    funding
  • for conduction of epidemiological control and
    prevention measures by the governmental
  • and NG organizations as well
