2Overall Objective Finance
This project is to assist Egypt to reduce the
long term growth of GHG emission from electric
power generation and from consumption of
on-renewable fuel resources.
Since 1999, Ministry of Electricity and Energy
has and is still implementing one of its most
important projects which isEnergy Efficiency
Improvement and Greenhouse Gas Reduction project
for a total budget of MUS 5.9, financed by the
Global Environment Facility (GEF), the United
Nations Development Program (UNDP) and the
Government of Egypt.

4Development of Egyptian Market for CFLs
- Public awareness program for the diffusion of
efficient lamps - Assisting local manufacturers in efficient
lighting systems
Lead to increase of CFLs market from 278,000 in
2000 to 4,400,000 in 2007 leading to a saving of
0.66 M Tons of CO2 . CFL Life time 3

5Energy Efficiency standards and Labels
- In cooperation with the Organization for Energy
Planning, and the Egyptian Organization for
Standardization have selected the most intensive
energy consumption appliances in Egypt which are
room air conditioners, refrigerators, and
clothes washing machines - Energy efficiency standards and labels have been
developed and designed for the three appliances. - An accredited Energy Efficiency Testing
Laboratory for
refrigerators, washing machines, air conditioners
and lighting equipment has
been established at the
New and Renewable Energy Authority, to certify
and classify the
appliances according to the
minimum energy efficiency standards. - Average pay back period is 8 month.

6Change in Legislations
- The ministerial decree no.266 (16/2/2002) issued
by the Minister of Housing, Utilities and Urban
communities for the enforcement of the energy
efficiency residential code (expected by end of
year for the commercial and administrative
codes). - The ministerial decrees number 3794/2002,
3795/2002, 4100/2003, 180/2003 respectively
issued by the Minister of Industry and
Technological Development for adopting energy
efficiency standards and labels for three
appliances Refrigerators, air conditioners and
clothes washing machines. - Egypt starts to design a demonstration project to
construct Energy saving building. - The code will be mandatory after issuing of the
unified building law.
7Cooperation with NGOs
- Cooperation with GEF Small Grants Program (SGP)
to assist 7 NGOs in financing energy efficiency
lighting programs. - Promoting the use of efficient lighting equip.
many demonstration application have been executed
at different locations - Some street lighting, in Cairo and
Alexandria - Headquarter offices, garage and some
offices in EEHC building - Electricity compounds and power plants in
Cairo.
- Dissemination of 300,000 CFLs through
exhibitions. - Replacement 700 electronic ballasts, and 9000
CFLs in 30 governmental buildings. - Implementing 18 E.E. projects through Loan
Guarantee mechanism amounting 5 million LE
savings. - Implementing a project in the Ministry of Water
Resources and Irrigation building by applying
efficient lighting . The measured savings
reached 20.
