ORSP Proposal Review Process

• The proposal review is comprised of a three-fold
  process as stated in the RFPThe Third
  Frontier Commission TFC will take into account
  the evaluations made during the National
  Academies review process, the Chancellors
  recommendations, and ODOD staff recommendations
  before exercising independent judgment in making
  a selection(s).
• ODOD analysis was independent of, but
  complementary to, the evaluation contracted for
  with the National Academies.

ODOD Proposal Review Process

• ODOD undertook an analysis of the 23 proposals
  submitted focusing on the strengths of each
  proposal based on the following criteria
• Relevance to prior Ohio Third Frontier and Ohio
  Eminent Scholar awards
• Congruence with Ohios existing research and
  technological strengths
• Leverage of institutional strengths in those
  research and technological fields and,
• Relation to Ohios existing and emerging industry
  drivers.

• The NAS and ODOD analysis for each proposal was
  summarized by the assignment of the following
  ratings
• Green High priority for funding
• Yellow Consider if funding is available
• Red Low priority for funding
