The Situation

• There is broad support for extending students
  learning time, both in and out of school.
• This stems from concerns about
• the outmoded school calendar
• time for basics vs. enrichment
• summer learning loss
• social disparities in out-of-school learning

Recommendation 1 Summer Programming

• Identify, support, and test policies aimed at
  increasing disadvantaged students attendance in
  summer programs.

Recommendation 2 After School Programs

• Efforts should be funded to identify, develop,
  and test models of after-school programming that
• are effective in improving the educational
  outcomes of disadvantaged students
• can be successfully implemented in a wide variety
  of community settings.

Recommendation 3

• Support funding for, and carefully evaluate the
  costs and benefits of, pilot programs that
  massively expand the school day and/or year.
