• shall be composed of representatives of
  Federal, State, local, and tribal governments,
  nonprofit organizations, regional organizations,
  the private sector, and other entities committed
  to rural advancement
• nonpartisan and nondiscriminatory membership
• broad and representative of the economic, social,
  and political diversity of the State

Why you exist

• To improve conditions in rural communities and
  rural areas of the State
• to empower and build the capacity of rural
  communities and States to design flexible and
  innovative responses to rural development needs

• Facilitate planning and implementation of
  effective programs
• Facilitate review and development of policies and
  legislation that serve the needs and interests of
  rural communities
• Facilitate development and implementation of
  strategies to reduce or eliminate conflicting or
  duplicative administrative or regulatory
  requirements

• Engage and sustain participation and cooperation
  of key stakeholders and power-brokers
• Activate, build and manage networks
• Gather and disseminate information
• Needs assessment and situation analysis
• Foster collaboration, cooperation and
  coordination among key stakeholders
• Facilitate discussion and build consensus
• Review and assess programs, policies and
  legislation, monitoring their impact on rural
  communities
• Prepare and submit reports on the work of the
  council
