General information about NRK
  • The NRK (the Norwegian Broadcasting Corporation)
    is Norway's major broadcasting company.
  • 10 radiochannels
  • 2 TV-channels
  • nrk.no, Telekom, Text-TV, NRK1 tegnspråk
  • Main locations Oslo and Trondheim
  • Sámi Radio
  • 12 regional centers / appr. 30 local offices
  • appr. 3.400 employees appr. 200 man-years

How is the licence fee levied and collected in
Norway?

  • Broadcasting Act
  • If you are in posession of a television tuner of
    some kind, you have to pay TV licence
    2005 appr. 250 EUR incl. 8 VAT
  • If you sell or rent televison tuners of some
    kind, you have to report all sales/rentals
    to NRKs licence department
  • NRK spends appr. 1,8 of total income from the
    licence fee on collecting the licence fee
  • Appr. 70 employees (in Mo i Rana) 30-40
    freelance licence fee controllers paying
    visits to non-paying households
  • The licence fee collection system database is
    checked regularily against the DSF (State
    database on all Norwegian citizens and
    households)
  • The licence fee for the following year is
    decided every December by the Norwegian
    parliament.
  • NRK has no commercials during the transmission
    nothing prevents viewers to watch the proramme.
    They have only sponsorship for some programmes
    that gives less than 2 percent of companys
    income.

What is NRK Aktivum AS ?
  • Established i 1997 as a wholly owned subsidiary
    of the Norwegian Broadcasting Corporation (NRK)
    to manage the corporations commercial
    activities.
  • NRK Aktivums market revenue is based on the
    development and distribution of NRK-branded
    products and services.
  • NRK Aktivum currently employs a staff of 35 and
    in 2006 will have an operating revenue of 21
    million Euro.

Why NRK Aktivum
  • NRK Aktivum provides increased controll of the
    whole value chain through aliances and
    colaboration with new comemrcial partners.
  • Helps to maintain the competition causing the
    cost raise for the the most popular programs,
    e.g. sports.
  • The profit goes back to NRKs programme
    production and helps to bridge the gap between
    stagnating licence revenues and rising
    programming costs.
  • Garantees that the subsidiary use of the program
    contens is not being misused by others, and is
    used according to our guidlines and profile.

Three principles
  • Three main principles for NRKs commercial
    policy
  • - Commercial activities are carried on
    according to and strengthen NRKs core business as
    public broadcaster.
  • - The business shall be based on common
    commercial principles.
  • - The business shall support and increase
    respect of the trademark NRK.

Commercial guidelines
  • Norwegian Parlament in 2000 has revised the
    Broadcasting Law to strenghten NRKs role as
    Norways public broadcaster.
  • NRK is alowed to have commercial activities
    through the subsidiary daughtering company the
    same way as their competitors.
  • NRKs broadcasting of the programs to the public
    must be kept free from advertising. NRK may start
    pay TV.
  • NRKs text TV is not a part og the public
    channels and it ay be used for commercial
    advertising in connection to NRK1 og NRK2.

Continuity presenters 
  • Thats what we lost on Russian TV the
    announcers of the programmes. We used to call
    these people dictors. In Norway they are called
    continuity presenters. At NRK eight continuity
    presenters work who dont just read the text
    about next programmes but prepare these
    annoncements themselves. They watch the
    programmes and movies in advance and prepare
    short and distinct texts. They are the faces of a
    channel that are recognized and loved by viewers.

    continuity presenters department with a 35-year
    experience.

The strike
  • I was lucky to be there in a quite interesting
    time during the strike at NRK. Different trade
    unions were on strike different time, but
    jornalists strike lasted 1 week.
  • During the strike I got a priceless experience
    how people solve these problems, how they
    negotiate and make their actions.

Conclusions
  • I gained valuable experience at NRK and other
    Norwegian media not only professional but also
    human and made a lot of interesting contacts with
    colleagues.
