Rule 7 Penalty Enforcement
  • Procedure (7-1)
  • Leave the field at once
  • Report to the scorers table and serve penalty,
    returning through the table area
  • Sit or kneel in front of scorers table in
    penalty area
  • Goalkeeper penalty allow full one minute for
    warm-up NFHS only
  • Scorekeeper Note Record penalty time in, player
    number, type of penalty, and duration.

  • Penalty time (7-2)
  • Penalty time begins when play is resumed (even
    for running penalty time in 2nd half with 12
    goal lead)
  • Penalty time ends when
  • Penalty time expires or
  • Goal scored by opposing team for a releasable
    penalty
  • Penalty time carries over into next period
    including sudden-victory
  • When flag is dropped or whistle stops play until
    whistle resuming play
  • Opposing team penalties lesser time is
    non-releasable
  • Same amount of penalty time all non-releasable
  • Non-releasable penalty time is always served
    first
  • no conditions affecting penalty release shall be
    considered until the non-releasable time has
    expired (see 7.2.D p7322)

  • Resuming play after penalty (7-3)
  • Offended teams, offensive half award ball at
    spot where play was suspended or outside goal
    area
  • Offended teams, defensive half award ball at
    center of field over the midline if no time
    served, award ball at spot where play was
    suspended or outside goal area
  • Exceptions (12) Faceoff and Offsides (Rule 6-8
    page 61) award across midfield line start
    count on whistle resuming play
  • (3) Live ball simultaneous foul - award at spot
    where play was suspended or outside goal area
  • Team Penalties (7-4)
  • Cannot identify person or someone other than
    player on the field in-home serves
  • Multiple fouls (still no definite player)
    attack player whose name is closest to the
    in-home shall serve
  • Penalty against a coach or substitute charged
    as his penalty in home serves

  • Dead-ball fouls (7-5)
  • Enforced in sequence they occur
  • Both teams penalized see 7-2-1-d pg 68
  • If sequence cant be determined treat as
    simultaneous
  • Simultaneous fouls (7-6) see handout
  • Live or dead ball (when sequence cannot be
    determined)
  • Slow whistle or play-on, foul committed by team
    in possession, immediate whistle
  • No flag down or play on all fouls technical
    they cancel
  • Team in possession commits A) only technical
    fouls, or B) personal fouls then A) no penalty
    time B) penalty time served.
  • Award ball to team with less penalty time
  • If penalty time equal or fouls cancel, award to
    team in possession or entitled to possession or
    award by AP if loose ball
  • Position ball according to Rule 7-3 pg 69
  • Fouls after end of period (7-7)
  • Award ball to offended team at center IAW 4-3 Art
    1, Exception 2.

You Make The Call
  • Situation During a loose ball, B1 pushes A1 from
    behind and a Play On is called. While the ball
    is still live, A1 turns and slashes B1.
  • Ruling? (1) Who serves? (2) How much
    time? (3) Who gets ball? (4) Where is the
    restart?

  • Since Team A (originally entitled to possession)
    committed a personal foul, all players involved
    serve penalty time.
  • Ruling Situation 7.6.O page 76 (1) Who
    serves? Both B1 and A1
  • (2) How much time? B1 serves 30-sec and A1
    serves 1-min with 1st 30-sec of each penalty time
    non-releasable (3) Who gets ball? Team B (lesser
    penalty time) (4) Where is the restart? Restart
    where ball was when whistle stopped play (7-3
    Exception)

  • Slow-Whistle technique (7-8)
  • After foul- throw flag straight up and announce
    Flag Down if offended player or team does not
    lose possession and withhold whistle until
  • Ball hits ground not on shot (NFHS only if ball
    is in goal area)
  • Ball goes out of bounds or out of goal area
  • Officialss whistle
  • A goal is scored by attacking team
  • Defense gains possession
  • Shot no goal (NFHS only if ball is in goal
    area)
  • Loose ball results (NFHS only if ball is in goal
    area)
  • Failure to clear (20-sec)/Failure to advance
    (10-sec)
  • Attacking team commits a foul
  • Note Shot is a shot until it is obvious that a
    goal will not be scored, added impetus is given,
    defense gains possession, after hitting
    goalkeeper, posts, or crossbar, it is touched by
    anyone other than goalkeeper or official.

  • Enforcement after Slow Whistle (7-9)
  • A player who has committed a personal foul will
    always be suspended from the game whether a goal
    is scored or not
  • A player that has committed a technical foul
    will not be suspended from the game if a goal was
    scored
  • Personal foul time served
  • Technical foul wiped out by goal or serve 30
    seconds
  • Ball awarded to offended team at the spot where
    play was suspended or outside the goal area
  • Goal scored - then you determine that
    simultaneous fouls were committed, goal
    disallowed regardless of the nature of the foul
  • NCAA lets slow whistle continue in goal area

  • Play-On technique (7-10)
  • Loose ball technical foul or crease violation
    offended team will be disadvantaged by immediate
    whistle
  • Visually and verbally signal Play-on
  • Withhold whistle until situation of advantage
    gained or lost has been completed
  • Play-on ceases when
  • Offended team gains possession (including goalie)
  • Crease violation with goalie in possession play
    continues until goalie completes pass or runs out
    of crease allow bounce pass
  • Offended team commits foul

  • Enforcement of play-on technique (7-11)
  • Offended team gains timely possession Play On
    is over
  • Otherwise, award ball to offended team
  • Crease violation with goalie in possession if
    he continues to play (successful outlet pass or
    runs ball out of crease) - no whistle if he
    does not play (4-secs expire) - blow whistle and
    award possession across midline at the center X
  • Crease violation with goalie/ball in crease and
    not in possession Play On over when goalie
    gains possession
  • Note Do not let Play On run on and on this
    is where players get hurt

  • Ejection (7-12)
  • Must leave premises
  • If non-adult must be accompanied by authorized
    school person, otherwise, student confined to
    bench
  • See 5-11-1-d (p 54) Flagrant Misconduct
  • Corrections of errors (7-13)
  • Promptly correct mistakes
  • If a goal is scored during mistake by timer,
    scorer, or official and it is brought to
    attention of referee before next live ball,
    disallow the goal if appropriate
  • Inadvertent Whistle play suspended immediately
  • Inadvertent Flag play suspended at earliest
    opportunity do not interfere with scoring
    opportunity
  • Misapplication (see mechanic next slide)

Mechanic (misapplication)
  • Head coach believes that there is a possible
    misapplication of a rule
  • Head coach requests official timeout to discuss
    possible misapplication during dead ball and
    prior to next live ball
  • Table sounds double horn (be sure to review with
    table personnel)
  • Referee enters table area with both coaches
    present while umpire remains on field
    requesting coach will be only one to speak
  • Limited to misapplication of a rule only
  • Possible outcomes
  • Fix and explain to both coaches (no TO resume
    play immediately)
  • No error or judgment (charge TO and allow use of
    remaining time)
  • No error or judgment question with no TOs left
    (technical foul for delay of game lose
    possession or 30-sec penalty depending on
    possession)
  • Step back on field and (1) blow whistle issue
    timeout, or (2) throw flag and access technical
    foul resume play
  • Note Dont pull out rule book use X to
    confer w/ partner if needed
